Vanuatu's occupational landscape combines formal employment, self-employment, subsistence activity and community-based work. In the 2020 Census, agriculture, forestry and fishing accounted for 42.3% of employed work, while public service accounted for 13.1%. Self-employed work represented 25.3%; urban private employees made up 50.4% of urban employment compared with 15.3% in rural areas. Own-consumption and unpaid work therefore have greater practical relevance in rural communities than a simple wage-employment model suggests. Common fields include agriculture, forestry, fisheries and maritime work; tourism and hospitality; trade and commerce; construction, automotive work, infrastructure and public utilities; information and communication technology; finance, administration and management; education; health and pharmacy; law, justice, public administration, police and security; and climate, meteorology, geo-hazards, environmental management and disaster response. Traditional medicine has community-level recognition and regulation, but it is not the same as a universal licence for regulated health practice. Formal post-school education and training is overseen for quality and recognition by the Vanuatu Qualifications Authority (VQA). The Vanuatu Qualifications Framework (VQF) has levels 1 to 10, ranging from Certificate 1 at level 1 to Doctorate at level 10. The framework includes Certificate 1, 2, 3 and 4, Diploma and Advanced Diploma, Bachelor, Post-Graduate, Master and Doctorate qualifications. One credit represents 10 hours of learning; 120 credits normally represent one full-time academic year. A Certificate may require at least 40 credits, or about 400 hours and four months, while a Bachelor normally requires 360 credits and about three years. Actual entry requirements, course length and provider availability vary by course and province. A person can enter through an accredited course at a registered post-school education and training provider, employer-based upskilling or Recognition of Prior Learning (RPL). RPL assesses skills gained through work or other experience. Recognition of Foreign Qualifications (RFQ) helps assess overseas credentials. A VQF qualification supports hiring and progression, but it does not automatically authorise professional practice where a sector regulator requires registration or a licence. Teaching, health, legal practice and public service have additional controls. The Teaching Service Commission appoints and registers teachers and principals, and classroom teaching requires a licence under the Teaching Service Act 2013. The Ministry of Health, Health Practitioners Board and Vanuatu Nursing Council regulate relevant health professions; medicine and dentistry require a recognised qualification and eligibility in the awarding country, while other health professions are assessed through training, skills and practical experience. Legal practitioners require admission through the Supreme Court and Chief Justice under the Legal Practitioners Act, with disciplinary functions involving the Law Council. The Public Service Commission handles merit-based appointment, promotion, overseas-training selection, discipline and human-resource development, while teaching, police and judicial services have separate authorities. General employment conditions are shaped by the Employment Act Cap 160. Contracts may be oral or written, probation is generally three months, and a normal benchmark is eight hours per day and 44 hours per week. The Act also covers overtime, employer duties for occupational safety and health, workplace facilities, training and supervision, and compensation for work injuries. Sector-specific codes, registers and professional duties may add requirements. A foreign-trained professional normally needs certified trade or professional qualifications, a contract and a work permit before employment under the Labour (Work Permits) Act Cap 187. Some occupations are reserved for Ni-Vanuatu citizens, and a permit may require training of a citizen worker. Current Department of Labour and Employment fees listed in the research include VT 30,000 total for an exemption of up to one month, VT 60,000 total for a temporary permit of one to four months, and VT 20,000 application plus VT 180,000 tax for a one-year permit. Fees, processing times and rules can change, so the current requirements must be confirmed with the responsible authority. There is no single national entry fee or deadline for every profession. Course fees, VQA services, assessment, sector registration or licensing and work-permit charges are separate. The National Human Resource Development Plan 2024-2030 prioritises occupations in health, education, agriculture, tourism and trade, infrastructure, fisheries and maritime work, finance, ICT, climate and environment, justice and internal affairs. Its priority list is intended to develop further across provinces, the private sector, state-owned enterprises, statutory bodies and civil society. Career progression can involve higher VQF levels, RPL or RFQ, employer training, merit promotion, teaching licence renewal, health continuing professional development or specialist study.
Professions in Vanuatu
Professions in Vanuatu include work in agriculture, fishing, forestry, tourism, trades, public services, health, education, business, infrastructure and environmental management. Entry may depend on practical skills, formal qualifications, registration, licensing or experience. Formal and informal work coexist, especially in rural communities, so the path into a profession depends on the occupation and the responsible authority.
