Employment in Vatican City

The Vatican City State administration, formally the Governatorato dello Stato della Città del Vaticano, manages state employees, personnel records, salaries, social and pension contributions, training and some external workers. The Holy See, the Roman Curia and connected institutions follow their own personnel rules. An Ufficio del Personale or another responsible institution normally handles applications and personnel matters. No single public job portal or uniform application deadline has been established; applications usually follow a specific vacancy notice or instructions from the responsible institution. Selection can consider the approved staffing plan, qualifications, role-specific suitability and selective examinations. Employment may be permanent staff employment, a fixed-term contract or, where a particular need exists, an open-ended contract. A fixed-term contract can generally be extended for up to five years, but it does not automatically create permanent staff status. The contract ends when its term expires. Volunteering is unpaid and does not create pension or social-security claims beyond accident insurance, so it is not dependent paid employment. External workers require authorization and supervision by the Governatorato. Requirements differ between institutions and roles. General published rules for the Vatican City State administration refer to proven competence, good moral and civil conduct, psychophysical fitness, Catholic faith and conduct consistent with its principles, an age of 21 to 35 years, suitable education and proof of military service or exemption. Rules for the Holy See and Roman Curia refer to Catholic faith and practice, at least 18 years of age, no criminal conviction or pending criminal proceedings, professional competence and a medical certificate from the Direzione di Sanità ed Igiene. Documents can include identity and residence evidence, a residence permit where applicable, education certificates, baptism and confirmation records, proof of canonical marriage where relevant, a parish certificate, a criminal-record certificate and role-specific evidence. Later amendments and the regulation for the individual position can change which requirements apply. Specialist roles can impose additional conditions. For example, a Corpo dei Vigili del Fuoco position may require the applicant to be single, male, 21 to 25 years old, physically and psychologically fit, Catholic in practice, qualified at upper-secondary level and supported by a priest's recommendation. Firefighting or civil-protection qualifications may be preferred. These conditions belong to that role and do not apply to employment in general. Roman Curia employment normally includes a written probation period of at least one year and no more than two years. The institution can end the appointment during or at the end of probation if the employee is not suitable. A later appointment follows an evaluation. Authorized part-time work requires a written agreement and normally covers at least 50 percent of full-time work; overtime is not allowed under that arrangement. The regular working time in the Holy See and Roman Curia is 36 hours per week. Sunday is normally a rest day, with a substitute rest day where work requires it. Annual leave is 158 hours and is reduced proportionally for work below 36 hours. Leave is generally not convertible into money and cannot be accumulated without restriction. The Vatican City State administration generally grants 26 working days for a six-day working week, adjusted proportionally for other schedules, with possible additional travel days for returning to a home country: three days for Europe and five for destinations outside Europe. Pay in the Holy See and Roman Curia consists of basic salary, the special indexation supplement called aggiunta speciale di indicizzazione, and possibly biennial increments or other allowances. A thirteenth salary is paid in December. Pension, social, health and liquidation deductions apply. The exact amount depends on the position level and staffing plan; no reliable general public salary table establishes one amount for all jobs. Employment rules also cover health protection, pension and liquidation protection, medical examinations, training, loyalty, professional conduct, working time, confidentiality, conflicts of interest and gifts. For disputes involving dependent employees of the Roman Curia, the Governatorato or directly administered institutions, the Ufficio del Lavoro della Sede Apostolica, abbreviated ULSA, handles the employment process. A conciliation attempt before its director generally comes first. The matter can then proceed to the College of Conciliation and Arbitration or the Tribunal of the Vatican City State. A petition is generally due within 30 days after notification or knowledge of the contested matter, while claims generally expire after five years. ULSA does not cover non-contract work or independent collaborators. Resignation from Holy See or Roman Curia employment normally requires written notice at least one month in advance. Retirement, pension, liquidation, disciplinary suspension, dismissal and removal follow the applicable regulations. There is no established application fee or uniform processing deadline; likely costs concern documents, medical fitness checks, travel and, where needed, residence arrangements.
