Unemployment in Vatican City

The Vatican City State and the Holy See are separate legal contexts. For Vatican City, no official source reviewed establishes a standalone unemployment register, public job-placement office, unemployment insurance or unemployment allowance. No universal application process, payment claim, eligibility rule, payment duration, waiting period, reporting duty, job-search proof or sanction system for unemployed people is documented, and Italian or German unemployment rules cannot be transferred automatically. The Personnel Office of the Governorate keeps personnel records and handles salaries, welfare, pensions, employment relations and selection support. The Personnel Commission and the Commission for the Selection of Lay Personnel support institutional recruitment. The Fondo Pensioni Vaticano covers clerical, religious and lay staff of the Curia, the Vatican City State and institutions directly administered by the Holy See. A former covered employee may apply to continue voluntary contributions within three months after leaving. The documented conditions include at least 15 years of actual contribution time, a target of 20 years for pension rights and no parallel compulsory employee insurance.
