Apprenticeship in Yemen

Yemen has an established but fragmented apprenticeship and TVET system. The local term التعليم الفني والتدريب المهني refers to technical education and vocational training. Formal learning is offered through public vocational and technical institutes, licensed private centres and other institutions. Informal apprenticeship takes place in employer workshops and businesses under the guidance of a master craftsperson. Non-governmental, United Nations and donor-funded programs also provide occupational training, tools, business support or grants for selected groups. Formal study commonly includes a three-year vocational secondary program after Basic Education and a two-year technical diploma after vocational secondary education. Complementary, applied and other technical programs also exist. Admission depends on the specialty and institution. Electronic coordination was used during 2025/26 for government, private and ahliyah institutes in the areas covered by that system. A scholarship example in Aden required Yemeni nationality, an age of no more than 25, a vocational secondary certificate, high achievement and graduation in 2024/25; these conditions do not form a general nationwide admission rule. Training fields include electrical and mechanical work, vehicle repair, carpentry, construction, refrigeration and thermal systems, textiles, handicrafts, food processing, mobile-phone and household-appliance maintenance, solar energy, veterinary work, trade and administration, digital and artificial-intelligence skills, tourism, hospitality, transport and logistics. The available subjects depend on local demand, projects, institutions and infrastructure. In one 2025 report from Sana'a-side areas, 65 institutes in 11 governorates and 23 examination centres served 5,245 candidates, including 1,557 women. These figures describe that regional system and cannot be added to figures from other areas as a national total. Aden and other government-aligned areas operate through the Aden-based Ministry of Technical Education and Vocational Training. Sana'a and other de-facto areas use the Ministry of Education and Scientific Research for technical education, with different portals, examinations and recognition practices. Conflict, displacement, mobility restrictions, gender norms and damaged facilities affect access. A reported assessment found that more than 37 percent of vocational specializations were suspended because of infrastructure damage in the affected areas. Formal programs normally combine classroom instruction with practical workshops. Informal programs may begin with literacy, mathematics and life skills, continue with occupational theory and provide on-the-job training in a business. They have no nationwide standard duration. One ILO-supported example used about two months of workshop training after foundational and technical instruction. Project evidence also records apprenticeships for women, young people, internally displaced people, returnees, rural communities and other groups facing limited access; these project figures do not establish a national participation rate. Under Articles 104 to 112 of Yemen's Labour Code, an apprenticeship contract is written between the employer and apprentice, with a guardian involved when the apprentice is a minor. The contract states the occupation, duration and remuneration. The Labour Code generally allows the apprentice to terminate the contract only before half of the training period has elapsed. Employers have duties concerning training facilities, incentives and occupational health and safety. A completion certificate issued by the employer can carry the signature of the responsible ministry or office and state the occupation, duration and skill level. Training time may count as service when the apprentice continues working for at least two years. There is no single current nationwide learner fee, apprentice wage or stipend established in the available evidence. Public and private tuition depends on the institution and specialty. Donor programs may cover training, tools, business support or grants, but participation is not automatically free. Formal assessment uses ministerial examinations and certificates. Informal programs may use project certificates or ministry-linked curricula, while recognition of prior learning has been used as a project instrument rather than as a fully established nationwide system. A certificate can support wage work or self-employment, but it does not guarantee a job, private-sector placement or business income.
