Media in Yemen

Press and broadcasting are formally established in Yemen, but infrastructure, licensing practice and editorial freedom vary by territory. Terrestrial television and radio were historically state-dominated; private radio and television stations, satellite services and local outlets operate alongside them. Yemen TV and the Saba News Agency exist through parallel or conflict-linked structures, including competing websites and institutions. Access to media infrastructure in Aden, Sana'a and other local areas is not uniform. Law No. 25/1990 on Press and Publications provides for press, information and communication freedom, access to information, source protection and the right to correction or reply. It also restricts publication of material concerning religion, state or security secrets, sectarian or tribal discrimination, false news, incitement to violence and defamation. In practice, armed control, political polarization and unstable territorial enforcement substantially limit these protections. Films, videos and artistic works require a written prior licence from the Ministry of Culture under the applicable rules. A newspaper or magazine requires a licence from the Ministry of Information. Distribution or import generally requires a separate written prior licence, and each publication must place at least five copies in the legal deposit system. A daily newspaper must handle a correction or reply within three days. The formal requirements for a Yemeni journalist include Yemeni nationality, an age of at least 21 and either a relevant qualification or at least three years of experience. An editor-in-chief generally needs to be at least 25 and to have at least five years of relevant experience or eight years of other experience. Press cards are issued through the Ministry of Information and the Yemeni Journalists Syndicate (YJS). Foreign correspondents need accreditation for one year, which can be renewed. If an application is rejected or receives no answer within 30 days, the applicant has a further 30 days to pursue court action under the stated procedure. Journalists have formal protections for information access, source confidentiality and refusal of work that conflicts with their conscience. Their practical working conditions remain dangerous. Multiple conflict parties have subjected media workers to loyalty and accreditation pressure, self-censorship, threats, kidnapping, arbitrary detention, prosecution, disappearance and killing. The YJS recorded 101 media-freedom violations in 2024. A 2025 United Nations panel reported at least five journalists in arbitrary detention, while UNESCO records approximately 50 journalists killed since 2014; totals vary by source and reporting date. Social media accounts, online news outlets and messaging services provide major informal channels for publication and participation. In Houthi-controlled areas, monitoring, website blocking, restrictions on messaging and social-media services, and sanctions for critical posts can interrupt both access and publication. Access Now recorded at least three internet shutdowns in Yemen in 2025 and attributed one to a hacking group. No nationwide publication channel can therefore be treated as consistently secure or available. Streaming has no verified national Yemeni equivalent with an independently confirmed platform, tariff model or dedicated national streaming regulation. Satellite television, broadcaster web streams and international on-demand or video platforms provide functional alternatives, but availability depends on network quality, territory, equipment and service restrictions. Local prices for media and streaming services were not reliably verified. Connectivity is primarily mobile. The International Telecommunication Union reported about 14 million active mobile-broadband subscriptions in 2024. Coverage data for 2023 recorded at least 2G coverage for 87.5% of the population, 3G coverage for 74.6% and LTE/WiMAX coverage for 56.7%; 5G coverage was recorded at 0%. Internet use was reported at 17.5% in 2019, and a 5-GB mobile-data-only basket cost 7.78% of income in 2024. These figures do not establish current household internet access, and network outages, price differences and territorial restrictions can make practical access much narrower. There is no verified nationwide youth-media institution or general rule guaranteeing youth access to media. Universities in Aden, Al Mahra and Marib integrated a UNESCO Safety of Journalists curriculum from September 2024. UNESCO also supports journalist safety, community media and initiatives involving young people and women, but their reach is selective rather than nationwide. Local and community media, the YJS, online news, social platforms and civil-society monitoring provide functional participation routes, although surveillance, detention, violence and movement restrictions create substantial risks. Formal complaints may go to the Ministry of Information or a court, and the law provides a correction or reply right, but Yemen lacks a reliably neutral nationwide media regulator or complaints channel.
