Art in Zambia

Zambia has an established but fragmented arts system. The Ministry of Youth, Sport and Arts develops policy and oversees arts centres, cinematography, theatre and cultural research. The National Arts Council of Zambia (NAC) coordinates, regulates and supports the sector, with structures in all 10 provinces through Provincial Arts Officers, Provincial Arts Advisory Committees and District Arts Advisory Committees. Its practical reach and available resources are stronger in Lusaka and Livingstone than in many other areas. Artists can work independently, join an arts association or form a registered arts body. NAC registration generally requires a constitution, office-bearers, financial and income information, activity locations, an activity plan and budget, affiliations, club information, annual general meeting minutes and an action programme. Registered bodies have accounting and oversight duties. The published scrutiny fee for arts-body registration is K166.80. NAC reports eight affiliated national arts associations and more than 2,000 registered bodies. Participation in the Ngoma Awards requires membership of the relevant national arts association. The awards cover areas such as music, visual arts, creative writing, stage theatre, community theatre, media arts, fashion, comedy and traditional folk dance and music. A person or company that promotes or hosts arts activities generally needs an arts promoter’s licence. The published fee is K916.80. A foreign artist needs clearance before advertising or performing in Zambia, arranged through a locally registered promoter and involving the NAC and the Zambia Revenue Authority. The published scrutiny fee is K83.40 and the clearance fee is K1,250.10. Public theatre performances and film screenings also require the relevant theatre or cinematograph licence, whether for a single event or a longer period; such a licence can run for up to 12 months. Copyright protection applies to literary, musical, photographic, film, digital and other artistic works from creation under the Copyright and Performance Rights Act, Cap. 406 of 1994. Registration is not required for protection, but PACRA registration can provide an evidentiary certificate. The published copyright filing fee is K500 and processing is listed at about 14 working days. Moral and economic rights generally last for the author’s life plus 50 years. Industrial designs can receive protection for five years, with five-year renewals, and processing may take about four months. Formal study options include the Ministry curriculum subjects Art and Design, Music Arts and Literature in English, University of Zambia programmes such as Bachelor of Education in Fine Art, Bachelor of Music Education and Cultural Studies, and TEVET programmes in Performing Arts, Music and Audio Technology, and Fine Arts with Education. Architecture follows a separate professional system through the Zambia Institute of Architects. A practising architect generally needs a Bachelor of Architecture, at least two years of supervised postgraduate practice, a competence examination, registration and a practising certificate that is renewed annually. Music, traditional and contemporary dance, theatre, visual art, film and creative writing have high local relevance. Fashion, crafts, architecture, design and photography have medium relevance, while digital art is growing and usually relies on copyright and other intellectual-property protection rather than a separate NAC process. Zambia’s arts market combines informal artist networks with events, festivals, associations, galleries, promoters and digital distribution. There is no reliable national price or income statistic for artists in the available research. A 2025–2026 UNESCO International Fund for Cultural Diversity project is supporting work on the legal framework, arts labour standards and a code of conduct through consultations in all 10 provinces. The Arts Development Fund exists in law, but current open grant amounts were not established in the available research.
