Upskilling in Zambia

The Ministry of Technology and Science sets policy for skills development and technical education, while the Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA) registers institutions, sets standards, supports apprenticeships and oversees Trade Tests, examinations and certificates. The Zambia Qualifications Authority (ZAQA) maintains the Zambia Qualifications Framework (ZQF), registers qualifications and supports recognition and verification. Formal programmes range from Trade Test I to III and Skills Awards to Craft, Certificate and Diploma qualifications, including occupations at ZQF Levels 3 to 6. Check the TEVETA register before enrolling and confirm whether the intended qualification is registered. Other routes operate alongside formal training. Employers provide in-service training, and small-business, informal-economy, community, faith-based and NGO programmes offer practical skills. Informal apprenticeships and learning on the job can build useful competence, but recognition and certification depend on the provider and assessment arrangement. Open and distance options include the Ministry of Education's Directorate of Open and Distance Education, Youth and Adult Literacy Education, and the Zambia College of Distance Education. Open classes may run in the afternoon or evening, while self-learning and flexible learning can help people who cannot attend a full-time programme. Recognition of prior learning (RPL) assesses formal, non-formal and informal learning or work experience against the learning outcomes of an existing qualification. It may support credits, partial recognition, access or progression, promotion, salary decisions or a change of occupation. RPL does not automatically grant a full qualification; an awarding or quality-assurance body decides after reviewing evidence and may require assessment. Procedures, evidence, deadlines and fees vary by institution. ZAQA's verification of qualifications is required for employment and tertiary enrolment. Continuing professional development (CPD) applies in regulated occupations but does not automatically create a ZQF qualification. The Teaching Council of Zambia tracks formal and informal activities and uses CPD credits for teacher-licence renewal. The Health Professions Council of Zambia requires CPD evidence for renewal of a practising certificate. Other regulators may set separate requirements for their professions. Admission to formal programmes depends on the provider and programme. A provider may request an acceptance or admission letter, proof of identity such as an NRC, previous education and an assessment. Grade 9 and Grade 12 routes differ by Trade Test, Craft or Diploma programme, and some Trade Test pathways explicitly encourage applicants who have not attended school. Rural distance, disability, income and limited provider availability can restrict access. The Ministry of Technology and Science has offered TEVET bursaries for vulnerable Zambians with financial need; the 2026 call closed on 19 December 2025 and recorded 13,686 awards, so previous criteria and dates should not be assumed for a new round. Tuition, boarding and examination fees vary by provider and programme. The official 2026 bursary list gives examples ranging from ZMW 1,800 to ZMW 18,320 for tuition, ZMW 0 to ZMW 7,200 for boarding and ZMW 0 to ZMW 8,240 for examination fees; these are bursary-related figures, not a universal national tariff. Intake and examination dates are set by the relevant institution or TEVETA, while short-course, CPD and RPL deadlines depend on the provider or regulator. The TEVET Fund can support formal registered companies that complete a training-needs analysis, use a TEVETA-registered provider and meet the relevant Skills Development Levy and proposal requirements. Funding may cover up to 50% of training costs, with the employer paying the balance; access is not automatic for an individual learner. A learner should obtain written information on admission, total costs, assessment, certification and RPL before paying. Unregistered providers, qualifications without ZQF value, separate examination or boarding charges and certificates that employers do not recognise create avoidable risks. Mining, tourism, agriculture and energy are current priority areas, with construction, automotive, electrical work, ICT, hospitality and business also represented in the skills system.
