State in Argentina

Argentina is a representative, republican, and federal state. The National Constitution, called the Constitución Nacional, sets the basic rules for public authority and protects fundamental rights. Federalism means that governing power is divided between the Nation and the provinces. The national level handles matters affecting the whole country, while each province has its own constitution, authorities, legislature, courts, and public administration. Argentina has twenty-three provinces and the Autonomous City of Buenos Aires, commonly called CABA. CABA has its own elected authorities and a special autonomous status, so it is not simply another municipality or the same thing as Buenos Aires Province. At the national level, the executive branch is headed by the President of the Nation. The president directs the national administration, implements national laws, and represents the country, while ministers manage major policy areas. The National Congress exercises federal legislative power. It has a Chamber of Deputies, which represents the population, and a Senate, which represents the provinces and CABA. A proposal normally needs approval from both chambers before it can become a national law. The judicial branch applies the Constitution and laws to specific disputes. The Supreme Court sits at the top of the federal judicial structure, while provincial courts handle many matters governed by provincial law. Courts are institutionally separate from the political branches. Municipalities and other local governments organize community matters under the rules of their province. Their usual responsibilities can include local streets, public spaces, waste services, permits, and neighborhood administration, although the exact division differs among provinces. Public services therefore come from several levels at once. National social-security matters, provincial education or justice matters, and municipal street or permit matters may require different offices. The practical first step is to identify the government level responsible for the issue. Residents can interact with the state through public offices, official administrative procedures, elected representatives, courts, and access-to-information or complaint channels where available. Participation also happens through elections, political parties, civil society, unions, neighborhood groups, and peaceful public debate.
