Apprenticeship Training Program (ATP) in Bhutan

The historical ATP connected an employer or business, vocational instruction, and practical work at the business. It had the forms work placement (Attachment) and structured training (Structured Training). The model was intended to provide practical skills, strengthen cooperation between the state and companies, and take labor-market needs into account. Historical access requirements included Bhutanese citizenship, registration as a job seeker, at least Class VI, and basic skills for the relevant occupation. Older official sources give conflicting minimum ages of 17 or 18; this does not establish a current uniform age limit. For 2026, the current public rules for Technical and Vocational Education and Training (TVET) do not document a separate nationwide ATP call or a generally applicable apprenticeship contract. Apprenticeship should therefore be classified in Bhutan as an earlier or fragmented form, not as a firmly established nationwide dual system. Regular vocational training mainly runs through TVET, with classroom instruction, workshop work, On-the-Job-Training (OJT), or industrial visits. The Department of Workforce Planning and Skills Development (DWPSD) plans and coordinates public offerings; private providers and companies also provide practical training. The TVET Management Information System (TVET-MIS) snapshot dated September 6, 2026, recorded 153 registered providers, including 15 government or technical institutes, and 275 accredited courses. Public TVET courses generally require Bhutanese citizenship, a minimum age of 16, and course-specific educational requirements. Applications are submitted through the TVET-MIS within the relevant application window. Where places are limited, academic performance, an interview, an oral examination, or an entrance examination may determine selection. Depending on the course, applicants may need a security clearance (Security Clearance), a medical document, educational records, and, where applicable, a certificate from their previous school or a no-objection certificate (No-Objection Certificate). Depending on the program, TVET courses lead to a National Certificate, an Institute Certificate, or a diploma. Completion requires theory and practice, at least 90 percent attendance, and successful completion of all modules; an OJT component may be required for assessment. The responsible quality-assurance body organizes institutional and national examinations. A qualification improves access to entry-level positions, self-employment, or further vocational education, but does not guarantee a job. During training, safety and institute rules apply, including personal protective equipment, punctual attendance, and protection against harassment, violence, bullying, and discrimination. Costs depend on the course and provider. Publicly funded courses may be free; examples from 2026 notices for individual courses range from Nu.0 through Nu.550 to Nu.1,750, while certificates issued by institutes may cost approximately Nu.1,000 to Nu.16,500 depending on the offering. Additional amounts such as annual token fees, insurance, or a refundable deposit may apply. Historical figures for ATP or SDP payments, such as Nu.1,800 per month or earlier flat-rate SDP amounts, are not confirmed as current general rules.
