Early childhood care, development and education (ECCD) is intended for children aged 36 to 71 months. It takes place in facilities, uses play-based approaches and is intended to enable inclusive provision. This is usually followed by Pre-Primary through Grade 6 as Primary, Grades 7 and 8 as Lower Secondary, Grades 9 and 10 as Middle Secondary, and Grades 11 and 12 as Higher Secondary. Central Schools can combine several stages from PP through Grade 12; Extended Classrooms provide teaching in remote areas. In 2024, Bhutan had 566 school education institutions, including 540 public and 26 private institutions. These included 331 Primary Schools, 33 Lower Secondary Schools, 65 Middle Secondary Schools, 88 Higher Secondary Schools and 2 Special Institutes; 47 Extended Classrooms were included in this count. The 63 Central Schools and 44 schools with SEN programmes overlap with this total. In all, 157,598 students attended schools, including 149,798 public and 7,800 private learners. There were also 574 ECCD centres with 13,640 children. The schools employed 10,096 teachers. The Ministry of Education and Skills Development, abbreviated as MoESD, directs standards, financing and national school policy. The Department of School Education implements these requirements, while district administration (Dzongkhag) and municipal administration (Thromde) organize local implementation and catchment and feeder assignments. Admissions and transfers run through the Education Management Information System (EMIS v3). For operational admissions in 2026, the minimum age was five years on or before 1 March 2026. Bhutan's national education policy for 2025 (National Education Policy 2025), by contrast, specifies six years or 72 months; for a specific application, the current admissions notice therefore determines the applicable rule. The school near the current residence is given preference. A transfer may require a transfer order or a Letter of Concern from the employer or the local government office (Gewog Office). Article 9(16) of the Constitution provides for free education for school-age children through Grade 10. The National Education Policy 2025 specifies free ECCD, Primary and Secondary education through Grade 10. State support has extended to Grade 12 since 2020, but this does not automatically establish the same constitutional entitlement. Schools may charge only fees or contributions approved by the ministry. A uniform nationwide fee for private schools is not evidenced. The state provides curriculum-related learning materials; many schools offer boarding for children from remote areas, and government programmes provide meals. The National School Curriculum applies from PP through Grade 12. Teaching is mostly in English, while the national language (Dzongkha) has a special role and is an exception depending on the context. Instruction combines subject-specific competencies with continuous and formative assessment, STEM and ICT content, health and well-being topics, and sports and other school activities. The academic calendar is intended to comprise at least 180 days, but may vary because of remoteness, altitude or seasonal conditions. Families are intended to be involved in educational work. The Bhutan Council for School Examinations and Assessment (BCSEA) organizes national educational assessments and Board Examinations. Board Examinations take place in Grades 6, 8, 10 and 12; regular candidates generally require at least 90 percent attendance for examination registration. After Grade 10, the education pathway usually leads to Grades 11 and 12 or to vocational education. The choice of a Higher Secondary stream is based on subject-related performance. Grade 12 concludes with the Bhutan Higher Secondary Education Certificate (BHSEC). LCSC programmes (LCSC) for Grades 10 and 12 provide a school-based alternative focusing on Chhoeked and Dzongkha, respectively. Children with special educational needs (SEN) are entitled to access to admission, the curriculum, assessment and school activities. Schools with SEN programmes work with trained teachers and support services; differentiated instruction and individual education plans are developed with the involvement of teachers, parents and specialized professionals. Accessible materials, national sign language, and transition plans between school stages and later education or employment are among the planned means of support. In 2024, 1,326 SEN learners were recorded. Despite the established policy framework, practical provision remains different from school to school. The child care and protection law of 2011 (Child Care and Protection Act 2011) obliges educational institutions to provide care and protection as well as further education for school dropouts and children in difficult circumstances. In 2026, MoESD is pursuing a zero-tolerance policy toward bullying and corporal punishment. Counselling, mental health, water and sanitation, safety and accessibility are policy priorities. The 2024 national educational assessment examined around 4,633 Grade 3 learners in 183 schools and 4,810 Grade 6 learners in 198 schools. Its areas of focus included early literacy in Dzongkha, Grade 6 mathematics and science, SEN support, ECCD access, ICT and the professional development of teachers. Access remains regionally different, particularly because of distance, altitude, season, catchment and boarding provision.
