An employer, or poslodavac, can be a company, registered trade, organization, institution, or other person allowed to employ workers. The employer decides how lawful business work is organized. Hiring begins by defining a real role and choosing a suitable employment form. The job description, required skills, workplace, schedule, and pay should be clear before recruitment begins. The employer and employee normally enter into a written employment contract called an ugovor o radu. The document should reflect the actual relationship rather than hide employment behind an unsuitable business arrangement. The employer handles important registrations, payroll calculations, deductions, contributions, and employment records. Reliable accounting or payroll support is often valuable, but responsibility cannot simply be ignored because an outside provider is used. A Croatian employer must provide a workplace that protects health and safety. This includes identifying risks, giving appropriate instructions, supplying necessary protective measures, and responding to incidents. Working time, rest, leave, absences, and salary changes require orderly records. Written procedures reduce confusion and help managers treat comparable workers consistently. Employers must respect dignity and avoid unlawful discrimination, harassment, and retaliation. A clear path for reporting problems helps concerns reach the right person before they become larger disputes. Employment may end, but dismissal is not merely an informal management decision.
