Traditions in Djibouti include annual and life-cycle practices, family customs, oral expression, music, dance, clothing, crafts, games and regional forms of customary knowledge. Afar, Somali, Arabic and French are used in different cultural settings. Religious occasions such as Ramadan and Eid are part of social life, but religious doctrine itself belongs to the separate subject of religion. Zaffa is a bridal procession marking the transition from unmarried to married life. It can include cleansing, henna, special clothing, jewellery, music, dancing, ululation, sweets and flowers. Elders supervise the ceremony, mothers prepare it, and younger relatives accompany the couple. Xeedho is a traditional gift from the bride's mother to the groom during the first week after the daughter's marriage. Mothers, grandmothers, sisters and aunts often prepare it, and riddles or poetic exchanges can accompany the presentation. A Xeedho container may be made from a tree trunk and combined with basketry, leather, shells, fabric and rope. Gabay and geeraar are forms of Somali poetry and narrative chanting. Hees Caruured, also known as Berceuses, consists of children's songs or lullabies. Wilwileh, Riyo Ka Dhalis or Xabuxa, and traditional Afar and Somali board or ball games transmit language, memory and social skills through participation. Xeer Ciise, also called Xeer Cissa, is Somali-Issa customary law transmitted orally. It supports political order, reconciliation and compensation, social conduct, solidarity and mutual help at community level. It also addresses women and children's rights, environmental concerns and peaceful conflict resolution, but it is not evidenced as one uniform national statutory system. Madqa is an Afar customary-law tradition that was nominated in 2026 but had not yet been inscribed at the time of the research. The Ministère de la Jeunesse et de la Culture, its Direction de la culture and the Agence nationale pour la promotion de la culture support cultural work alongside local associations, elders, families and women's groups. Transmission takes place informally through family life, observation and oral teaching; non-formal activities include workshops, community associations, tournaments and cultural programs; formal support includes national inventories, schools, media and UNESCO safeguarding or nomination processes. Djibouti ratified the relevant UNESCO convention on 30 August 2007. Xeedho was included on the UNESCO Urgent Safeguarding List in 2023, Xeer Ciise on the Representative List in 2024, and zaffa on the Representative List in 2025. A national intangible-cultural-heritage event on 18 October 2025 featured oral traditions, a Xeedho demonstration, poetry and dance. Participation is generally based on family or community belonging and practical involvement rather than a standard admission system. Public festivals and tournaments can be accessible when organized, while particular ritual knowledge or ceremonial roles may be customary and restricted. Respect for community consent and customary access is necessary. No standard user fee or state service has been established for taking part in traditions, although private wedding expenses vary. A Xeedho safeguarding project was funded at US$116,450 for the period from 23 September 2022 to 16 March 2026. Urbanization and globalization increase the risk that oral knowledge, games and craft skills will not be passed on. Inventories, training, school activities, media, associations and subsidies are used to support continuity. The cultural landscape is therefore neither a single national standard nor only a historical remnant: it combines active family practice, community authority, regional variation and organized safeguarding.
