Upskilling in North Korea

North Korea has an established functional equivalent of continuing education, but it is closely tied to state structures and workplaces rather than an open private training market. The main users are working people, employees of factories and other units, cooperative-farm workers, fishermen, teachers and researchers. Factory colleges, farm colleges and fishermen’s colleges combine work with structured study. Universities also provide distance education for working people, and an official report stated that more than 120,000 working people were enrolled in distance education during the reporting period up to 2024; this figure has not been independently verified. Other routes include skill-training schools and centres, workplace retraining for workers with lower skills, technical skill study classes in production units, field-study groups, workshops and practical training. A technical skill study class is reported to use about two hours per week and 100 hours per year. Skill training is generally described as lasting one year, with two- or three-year periods possible in some cases. A factory-college programme has historically been described as five years and about 3,400 hours, including roughly two hours of study after work each day, leading to an engineer qualification. Current durations, costs and assessment standards vary by programme and are not transparently published. Teachers and researchers can use in-service training centres, short courses, lectures and seminars. Self-directed learning is supported through the Sci-Tech Complex, sci-tech libraries, e-libraries and science-and-technology spaces connected to factories or farms. These resources can update technical knowledge, but the available evidence does not establish how consistently they are accessible or used across the country. The Constitution, the Education Law and the Distance Education Law of 2020 provide the legal framework. Official statements describe lifelong learning as a right for working people, free education and salary protection for part-time or on-the-job students according to their job position. Reliable current evidence about individual enforcement of these rights, freedom to choose a programme, recognition of informally acquired skills or portable qualifications is limited. Official statements also describe on-the-job and vocational access for people with disabilities, but independent evidence about practical implementation is limited. Central education bodies, universities and colleges, provincial institutions, towns and counties share responsibility with factories, enterprises and cooperative farms. Central universities may support local colleges and factory colleges. Differences between urban and rural areas and between individual work units can therefore affect availability, teaching quality and equipment. Regular vocational schools and initial vocational training belong to initial vocational education, regular university degrees belong to tertiary study, and foreign-language courses belong to language learning rather than this subject.
