Housing in Estonia

An apartment is called a korter, and a rental agreement is an üürileping in Estonia. Written terms help both sides understand the property, payment, duration, notice arrangements, and responsibilities. A tenant may deal with the owner, an agent, a building manager, and a korteriühistu. The korteriühistu is the apartment association responsible for shared building matters, not a replacement for the individual landlord. Housing costs can include rent, electricity, water, heating, waste, internet, building services, and other agreed charges. Kommunaalkulud is a common term for utility and communal costs. Heating needs and costs change with the seasons and building condition. Windows, ventilation, insulation, and the heating system strongly affect comfort. A move-in record should describe the condition of rooms, furniture, appliances, keys, and meters. Dated photographs support the written record but do not replace a clear agreement. Residence registration connects a person to an address in the population register. It is an administrative record and should not be confused with property ownership. Repairs should be reported promptly in a traceable form. The responsible person depends on the problem, the agreement, and whether the defect concerns the apartment or a shared part of the building. Safe housing requires working locks, alarms where provided, clear escape routes, and careful use of heating and electrical equipment. Residents should know how to respond to water leaks, fire, or loss of essential services.
