Study in Haiti

The Ministry of National Education and Vocational Training (MENFP) regulates higher education in Haiti. Its Directorate of Higher Education and Scientific Research (DESRS) handles operating-authorisation matters, while the National Agency for Higher Education and Scientific Research (ANESRS) is associated with quality assurance. The Université d’État d’Haïti (UEH) is the public university system; private IES follow their own admission, registration and academic rules. A 2020 decree established Licence, Master and Doctorat as national degree levels and distinguishes operating authorisation, agrément, accreditation and quality assurance. A 2023 MENFP circular reported that no new operating-authorisation requests had been received, so applicants should verify the current status of both the institution and the specific programme before paying fees. Applicants generally need to have completed secondary education, usually shown by Bac II or NS4, or to hold an equivalence recognised through the Haitian process. For the UEH 2026–2027 admission competition, an applicant must not already be a UEH student, needs a NIF, pays HTG 800 for each selected entity, and may select up to three entities. The process includes depositing the fee at SOGEBANK, completing the online form, uploading documents, validating the file in person and taking the entrance examination. The UEH competitions are entity-specific and are scheduled between September and November 2026. Private institutions set different requirements and may use their own examinations, forms and deadlines. Typical documents include a birth record, identity document, photographs, Bac I and Bac II evidence, motivation documents, medical proof and payment evidence. After admission, a student normally completes official registration, course registration, examinations and credit requirements before submitting a final project, mémoire or thesis and completing the required defence. Verified UEH and UNDH examples structure some Licence programmes over four years and 120 credits, with a final project or mémoire, but duration is programme-specific. A Master commonly follows a Licence by two additional years where the programme uses that structure. A Doctorat normally follows a research Master where doctoral study is offered. The UEH/CDH doctoral model uses 60 credits of scientific training and 120 credits for the thesis, with admission, confirmation, private defence and public defence stages. French is the principal language of higher education and scientific work; Haitian Creole and French are co-official languages, and bilingual practice varies by programme. Foreign qualifications may require coordination among MENFP, the Ministry of Foreign Affairs (MAE) and UEH. Applicants should prepare original diplomas, transcripts and course syllabi, legalise them through the issuing country and Haitian consular or embassy authorities, obtain an official French translation and follow any requirement to send transcripts or syllabi directly to the UEH Rectorate. Equivalence is not automatic. A target institution must also confirm that it accepts the qualification for the intended programme. Haiti has no single national tuition tariff identified in the available information. Fees depend on the institution, programme and academic session. UniQ listed application fees effective 14 July 2025 of HTG 10,000 for Licence, HTG 15,000 for Maîtrise and HTG 25,000 for Doctorat. One UNDH Faculté des Sciences Économiques, Sociales et Politiques (FSESP) example listed HTG 5,000 for admission and HTG 85,000 tuition per session. These figures are institution-specific examples, not national rates. A first-cycle support convention involving the Fonds National de l’Éducation (FNE) and CORPUHA supported 1,500 students but ended in September 2024. The FNE announced a 2025 STIMM excellence scholarship for science, technology, engineering, mathematics and medicine; eligibility and coverage depend on the call and do not create an automatic entitlement. Students should retain payment receipts, registration evidence, transcripts and attestations throughout their studies. Attendance, academic-integrity rules, examination deadlines, annual re-registration and grievance procedures are mainly governed by institutional regulations. Security disruptions can affect campus access, teaching and examinations, so applicants should confirm campus operations, the examination schedule and teaching continuity directly before travelling or paying. After graduation, further study is possible only if the target programme accepts the previous award, and no institution automatically guarantees employment placement. National Licence, Master and Doctorat degrees cannot lawfully be issued through validation of acquired experience alone.
