Elections in Kazakhstan operate under the Constitution and national election law. The Kazakh word for an election is saylau, and official election bodies organize voting and announce results through prescribed procedures. The president is chosen in a nationwide election. Eligible voters cast secret ballots, and the result is determined under the rules for presidential elections. The Mazhilis is the directly elected chamber of Parliament. Its membership combines representatives chosen from party lists with representatives chosen in territorial constituencies, so voters may encounter more than one kind of choice. The Senate is the other chamber of Parliament, but it is not elected through the same nationwide public ballot. Most senators are selected indirectly by maslikhat deputies from the relevant territories, while some members enter through the constitutional appointment process. Maslikhat elections choose representatives for local representative bodies. These deputies consider local budgets and community matters within the powers given to maslikhats. Election administration has several levels. The Central Election Commission oversees the national system, and territorial and precinct commissions handle work closer to voters, including voter lists, polling places, ballots, and counting. A voter usually checks the voter list, goes to the assigned polling place, proves identity, receives the appropriate ballot or ballots, marks them privately, and places them in the ballot box. Secret voting means nobody may require a voter to reveal or prove a choice. Candidates and parties must follow formal nomination and registration procedures. Campaigning, voting, counting, complaints, and observation are also governed by election rules, which aim to create an orderly and verifiable process. Elections give citizens a structured way to choose public representatives and influence government direction. Their practical value depends on informed participation, accessible procedures, lawful competition, accurate administration, and trusted ways to report or review problems.
