The Constitution is the fundamental law of Laos. It was revised in 2025 and takes legal effect through a presidential promulgation decree; all laws must conform to it. The Lao original is authoritative, while foreign translations are informational. The Official Gazette is the authoritative source for general legislation at national, provincial and capital level. District and village rules may use other accessible local publication methods. Draft legislation is generally open for public comment for 60 days, subject to exceptions. A presidential promulgation normally takes up to 30 days, with reconsideration followed by a further period of up to 15 days. The National Assembly is the highest state-power organ. It passes laws, approves taxation, public borrowing and the national budget, appoints key officials and exercises oversight. The 10th legislature in 2026 has 175 members, serves a five-year term and normally holds two regular sessions each year. Its Standing Committee acts between sessions. Local People's Assemblies exercise local state authority through resolutions, budgets and oversight. Thongloun Sisoulith is President of Laos, Xaysomphone Phomvihane is President of the National Assembly and Sonexay Siphandone is Prime Minister. The Government provides unified and comprehensive state administration. It is accountable to the National Assembly and the President. The Prime Minister leads the Government and local administrations. In 2026, the central structure has 13 ministries and two ministry-equivalent bodies, including the Ministry of Finance, Ministry of Planning and Investment, Bank of the Lao PDR, Ministry of Home Affairs, Ministry of Justice, Ministry of Public Security and Ministry of National Defence. The 2025 constitutional model has provincial, district and sub-district levels. Laos currently has 18 provinces and the capital, together with 148 districts. The 2026 reform has made 379 sub-districts operational in 110 districts, with 621 planned in total. Sub-district Administrative Committees and, where established, local assemblies handle local services, plans, budgets, natural resources, security and petitions. A sub-district is commonly called Ta Saeng. A province is a khoueng, a district is a mueang and a village is a ban. One-stop public-service centres operate in some sub-districts. Travel distance, staffing, facilities, budgets and Lao-language procedures can make access slower in remote areas. Citizens can petition public bodies, file complaints and seek justice. Foreigners and stateless persons receive legal protection and have petition rights under the constitutional framework. People’s Courts are the judicial authorities and include the Supreme Court, local courts and military courts, with first-instance, appellate and cassation levels. The People’s Prosecutor Office operates at supreme, local and military levels. Hearings are public unless the law provides an exception. An accused person has rights to information, defence and legal counsel. Laos does not have one uniform nationwide schedule for court costs or case duration. The Ministry of Finance manages public finance, while the Bank of the Lao PDR is the monetary authority and the Ministry of Planning and Investment coordinates planning, statistics, official development assistance and investment. The Ministry of Finance publishes the preliminary 2026 budget and first- and second-quarter execution reports. Official 2024 public and publicly guaranteed debt was about USD 14.07 billion, equal to about 94% of GDP, with roughly 76% external. The IMF assessed Laos in 2026 as being in external and overall debt distress and described the debt position as unsustainable. Debt service, state-owned-enterprise liabilities, revenue collection, capital spending and public-finance transparency therefore affect the State’s ability to deliver services. Fiscal policy was expected to ease in 2026. The State Inspection Authority monitors compliance with policies, laws, rights and duties, handles anti-corruption work and complaints, reviews asset and income declarations and can require corrective measures. The State Audit Organization performs financial, compliance and performance audits through central and regional structures. Audits may be planned, requested or spontaneous; ordinary audit notice is generally 15 days, while spontaneous audits are an exception. Audit results on budget implementation are reported to the National Assembly and the Prime Minister. Disclosure requires authorisation by the competent state body under the Audit Law. The Constitution formally protects speech, writing, assembly, association, peaceful demonstration, religion and movement, subject to legal restrictions. The Lao Front for National Construction and mass organisations support mobilisation, protect member rights and monitor assemblies. Media policy assigns the media a state mission connected with national protection and development, and content considered harmful to national interests is prohibited. The formal rights framework therefore coexists with state-managed media and civic channels; OHCHR assessments have reported restrictions affecting expression, assembly, association and media independence. The President chairs the National Defence and Security Committee and serves as Commander-in-Chief. Defence and security are state functions and include citizen duties such as military service and maintaining public order. The Ministry of National Defence, Ministry of Public Security and local security structures are responsible for sovereignty, territorial integrity, stability, crisis response and disaster response. A National Internet Management Committee was established under the Ministry of Public Security in 2026. Administrative access, publication, fees and processing times remain procedure-specific, so the responsible authority and local Lao-language process should be checked for the concrete matter.
