Communication in Monaco

Monaco has a distributed communication system rather than one central service. The Gouvernement Princier and its DITN, the Mairie de Monaco, Monaco Telecom, La Poste, the Haut Commissariat à la protection des droits et à la médiation and the CCIN each handle different communication needs. The Mairie is responsible for municipal services. French is the official administrative language. English and Italian are generally understood and spoken, especially in international settings, but no general nationwide duty to provide every public service in several languages is established. Monégasque is a historic and cultural language and a school subject; it is not the general channel for administrative communication. An official request should therefore normally be prepared in French, with another language used only where the service accepts it. Public authorities may offer an online form, email address, telephone service or in-person counter. The available channel, documents, appointment rules and deadlines depend on the specific procedure. For example, the Service de l’Inspection du Travail accepts an online appointment, inspectiondutravail@gouv.mc or +377 98 98 87 26. Keep the confirmation, submission date and reference number. A paper or personal submission may remain available where a procedure provides for it, but this must be checked on the relevant service page. MonGuichet.mc is Monaco’s portal for online public-service procedures and for tracking submitted dossiers. Access may require a service account or MConnect. MConnect provides one account for Monégasques and residents, with identity verification and electronic signature functions for compatible Gouvernement, Mairie and private services. Maison du Numérique helps people use digital services, but it does not make decisions for an authority. Depending on the service, assistance may also be available by telephone, email, at a counter or on paper. The 2025 national numbering plan and ministerial measure AM 2025-354 define fixed and mobile number ranges. Monaco Telecom SAM is the public telecommunications provider. The company reports nationwide 5G coverage. Its customer service is available seven days a week from 08:00 to 22:00 at 99 66 33 00 and service.client@monaco-telecom.mc, and the MyMT service provides account functions. VoLTE, meaning standard voice calls over the mobile network, does not consume additional data. Roaming can involve a Daily Pass or other charges, so the applicable country zone and price should be checked before use. Emergency communication uses separate numbers. Call 15 for urgent medical assistance, 17 for the Sûreté Publique, 18 for the fire service, 112 for the European emergency number and fire service, 196 for rescue at sea, and 116000 for missing children. Mobile or fixed providers forward emergency calls without charge. Emergency numbers are for urgent situations, not routine questions about appointments, bills or administrative procedures. La Poste operates postal offices and letterboxes in Monaco. For La Poste tariffs, Monaco is treated as a destination group with metropolitan France and Andorra. In 2026, a 20-gram Lettre verte costs €1.52 and a 20-gram Lettre recommandée costs €6.11. Available services include standard post, tracking, registered mail, Colissimo and Chronopost. A stated J+1 delivery is indicative rather than a universal guarantee. The price and delivery time depend on weight, service and destination, so check the current offer and the local posting or collection point. Telephone and digital communication also create consumer and privacy duties. A company making a marketing call must identify itself and state the advertising purpose at the beginning of the call. For distance contracts, the provider must give pre-contract information clearly and legibly, and the contract terms must remain accessible on a durable medium. Since Law 1.578/2025, consumers have a free electronic cancellation function where the rule applies, together with confirmation that the request was received and confirmation of its completion. Send sensitive personal data only through the official channel of the responsible institution. The CCIN, Monaco’s personal-data protection authority, handles data-protection complaints. Accessibility varies by channel and location. The 2023 Handipact supports the centralization of information, testing and validation of accessibility, and awareness work in public and private services. Rule AM 2017-893 addresses accessible reception points and face-to-face visual communication without glare or backlighting. A physically accessible counter does not automatically make an online form accessible. No universal Monaco-wide French Sign Language relay or interpreting service is established in the official sources reviewed, so contact the relevant service or an association in advance when an interpreter or relay is needed. When a communication problem concerns a company or authority, first write to the responsible provider or institution and keep the message, evidence, date and reference. A dispute with an administrative or public service can be submitted in writing and free of charge to the Haut Commissariat à la protection des droits et à la médiation, a body that handles amicable resolution and may arrange mediation. A submission should state the name, address, facts, legal reasons where relevant and the steps already taken. Contacting the Haut Commissariat does not suspend an appeal period or limitation period and cannot replace proceedings already before a court. Use the CCIN for a personal-data issue. Save online confirmations and receipts because authority deadlines remain specific to the procedure.
