Health in Monaco

The Government of Monaco and the Direction de l’Action Sanitaire (DASA) organize public-health services, prevention and health administration. The Centre Monégasque de Dépistage offers individual, anonymous and free screening for HIV, hepatitis B, hepatitis C and sexually transmitted infections. Public campaigns may cover cervical, bowel and breast cancer, osteoporosis, diabetes or melanoma. HPV vaccination also supports prevention. Under Law No. 1.585 of 12 December 2025, additional vaccinations are mandatory for children born from 2026 against pertussis, Haemophilus influenzae type b, hepatitis B, pneumococcal disease, defined meningococcal infections, measles, mumps and rubella. Diphtheria, tetanus and polio vaccinations are also mandatory. A recognized medical contraindication can provide an exception, and the current Sovereign Ordinance sets the detailed implementation rules. Routine care usually starts with a general practitioner or specialist. Eligible patients may choose providers in Monaco and in the neighbouring Alpes-Maritimes area. Patients can also book directly with the relevant CHPG department. The emergency department is intended for urgent conditions rather than planned consultations. At night, on weekends and on public holidays, telephone 141 connects callers with the doctor or pharmacy on duty. A person should bring identification, a health-insurance or CCSS/CAMTI certificate, medical records and current prescriptions when attending care. The Caisses Sociales de Monaco (CCSS) provide social-security coverage mainly through employment or Monegasque affiliation. CAMTI serves self-employed people. Spouses and children may qualify as beneficiaries when residence and exclusion conditions are met. A card or certificate proves entitlement, but treatment access and payment coverage are separate questions. Visitors and people without local entitlement should clarify coverage before planned treatment. A bilateral arrangement with France can cover necessary immediate care across the border, while planned suitable treatment may require prior authorization. Special rules can apply to people permanently resident in Monaco or the Alpes-Maritimes. Call 18 or 112 for a life-threatening emergency. The SMUR provides mobile emergency medical care in close cooperation with Monaco Fire & Rescue. CHPG Accident & Emergency operates 24 hours a day, every day of the year. It treats adult medical, psychiatric, surgical and trauma emergencies. It also treats all paediatric emergencies except paediatric trauma, which follows the adult trauma unit. Triage sets the order according to urgency. The UHCD, or short-stay emergency unit, has eight beds for brief observation and treatment. Discharge normally includes prescriptions, findings and follow-up instructions; a minor can leave only with a parent or legal representative. CHPG provides acute medicine, diagnostics, surgery, oncology, cardiology, neurology, nephrology and dialysis, radiology, nuclear medicine, laboratory services, psychiatry, paediatrics, maternity, rehabilitation, palliative and supportive care, and day treatment. Private specialist centres such as Centre Cardio-Thoracique, IM2S and Centre d’Hémodialyse complement the public hospital. French partner hospitals may receive patients when Monaco lacks the required capacity or specialization. Treatment requires informed consent under Law No. 1.454. Patients may choose a trusted person, and medical confidentiality applies. A hospital stay at CHPG, a public French hospital or Centre Cardio-Thoracique can generally use third-party payment when the patient has open entitlement. A private clinic or the CHPG clinical sector generally requires an advance payment, so the financing arrangement should be clarified before admission. For outpatient care, a contracted provider follows agreed fees, while a non-contracted provider may set fees freely. Ask for the price before treatment. CCSS reimbursement is generally 80%, or 100% where an exemption from the patient contribution applies, but some services require prior approval from the medical adviser. Prescription medicines generally require an original prescription and a detailed feuille de maladie for reimbursement. Patients usually pay first and contribute 20%. Reimbursement is normally limited to the generic reference price unless a medically justified decision prevents substitution. The reimbursed monthly quantity is generally limited to one month at a time. Mental-health services include UPPM La Roseraie, a Government-funded public service for Monaco residents aged 18 or older with stabilized or stabilizable psychiatric conditions. Access can come through hospital psychiatry, a doctor or psychologist in private practice, CEH, COTH, social services or CCGM. Centre Plati serves children and adolescents who live or attend school in Monaco and have psychological problems or learning difficulties. The Franco-Monegasque day centre in Beausoleil accepts people under 18 only after referral through Centre Plati child psychiatry; 17 of its 35 places are reserved for Monaco. CHPG maternity services provide pregnancy monitoring, prenatal diagnosis, parent preparation, midwife care, 24-hour obstetric emergency care and neonatal services when specialized care is needed. Pregnancies under 32 weeks may require transfer to a type-3 centre such as Archet II in Nice. Postnatal care includes follow-up consultations and a breastfeeding group, with links to PMI and services in Menton and Beausoleil. Centre RAINIER III provides acute geriatric care, memory assessment, aftercare, rehabilitation and long-term care, with a comprehensive geriatric assessment. Patients may transfer there from home, the emergency department or another CHPG department. Cooperation includes CCGM, Centre Speranza-Albert II and the A Qietüdine and Cap Fleuri residences. The centre lists 210 single rooms. Physical Medicine and Rehabilitation offers inpatient and outpatient treatment for orthopaedic, trauma, rheumatological, neurological, respiratory, cardiovascular, postnatal and paediatric needs. CHPG Home Hospital Care provides time-limited, continuous and complex multiprofessional treatment at home. A general practitioner or hospital treatment plan, a coordinating doctor or nurse, approval from social security and agreement from the chosen general practitioner are required. Home Nursing Care mainly serves Monaco residents aged 60 or older who have loss of independence, dependency or illness. Home Hygiene Care serves residents with GIR 1 or 2 dependency seven days a week from 08:00 to 20:00. Home Hospital Care has ten beds and Home Nursing Care has forty. Home support may also involve domestic help, meals or an alarm device. Patients may request their CHPG medical file in writing and can seek access, correction, opposition to certain data uses or confidentiality about their admission. Complaints can be directed to CHPG management or patient mediation. At discharge, follow the prescriptions, certificates, treatment results and follow-up instructions provided by the care team.
