Mongolia's 2023 General Law on Education recognises lifelong learning as continuous development of professional skills, knowledge and education through formal learning, non-formal education and learning in the life environment. Learning may take place in classrooms, workplaces, remotely, online or through practical and self-directed activities. Some learning in the life environment can be assessed, recognised and certified, but it does not automatically equal a formal qualification. Full initial vocational education, tertiary study and general language learning belong to adjacent areas; job-related upskilling, transitions and recognition remain within this subject. LLL-Centers operate under education authorities and provide information, counselling, needs assessment, career guidance and referrals. They can organise literacy training, catch-up general education, life-skills programmes and other formal or non-formal courses. Literacy and catch-up general education through LLL-Centers are legally free, but Mongolia has no general promise that every continuing-education course is free. A 2026 model curriculum for life skills uses eight content bundles and 21 modules delivered through aimag and district LLL-Centers. Employment-related training involves the Ministry of Family, Labour and Social Protection, local Labour and Welfare Services Departments, job centers, the Employment Promotion Fund and contracted providers. A typical pathway starts with profiling and career guidance, continues with short market-oriented skills training and can lead to employment or income support. Programmes may target unemployed people, jobseekers, informal workers, herders, micro-entrepreneurs, workers seeking a qualification, young people, women, older adults and people with disabilities. Business-skills training can use evening, part-time or distance formats. Under the documented funding procedure, Fund support is capped at an amount based on one daily minimum-wage rate, while total Fund expenditure is capped at one monthly minimum wage; a participant may pay any excess. Short vocational training under Mongolia's vocational education framework develops a specific competence or responds to a personal or labour-market need. Providers can use competency units, occupational standards and modular formats, and may adapt training to individual needs. Duration, eligibility and assessment depend on the programme. TVET training centers, other authorised providers, employers and institutions may offer skills upgrading. Training providers are subject to applicable authorisation or notification rules, and the value of a certificate depends on the provider's status, the approved programme and the assessment. Formal education documents can prove an education, profession or competence level. Recognition of prior learning (RPL) assesses knowledge, skills and competence gained through work or other experience. The national education evaluation and methodology body handles assessment, recognition and validation functions, while actual RPL access depends on the provider and programme; it is not an automatic equivalence to a formal degree. Employment-funded programmes recorded 725 skills trainees, 300 specialisation trainees and 200 RPL assessments in 2025. Training participants should receive a safe and accessible learning environment, suitable equipment, tools, materials and personal protective equipment. Workplace practical training can involve remuneration under the Labour Law, and dual or workplace training should not create excess working hours. Statutory conditions may also provide a scholarship. Providers should explain internal rules, occupational safety requirements, medical checks and equipment duties before training begins. Mongolian is generally the language of instruction. Local arrangements may provide mother-tongue learning for minority communities, sign-language support for learners with hearing impairments and coordinated support through education, health and social-protection bodies for people with disabilities. Rural and nomadic access can be limited by distance, transport, connectivity, paper-based administration and local delivery capacity. Mongolia has a national framework, but implementation is regionally uneven: Khovsgol's LLL-Center expanded from Murun soum to aimag-wide coverage in 2025, while a Dundgovi report recorded 313 life-skills trainings and 10,278 participations through seven soum outreach units in 2023–2024. These local figures describe those areas and are not national averages. The labour-market case for upskilling is strong in Mongolia's current policy setting. The 2026 employment-promotion policy identifies a workforce of more than 1.46 million, unemployment of 5.6% and a reported skills mismatch of 53%. The practical value of a programme therefore depends on its occupational demand, provider quality, assessment method, local access and the type of proof it issues.
