Crime in Mongolia

The Mongolian police recorded 47,480 crimes in 2025, an increase of 6.3% from 44,673 in 2024. The records classified 40,000 cases as light and 7,480 as serious. Offences against property rights accounted for 28,419 cases, including 7,017 thefts, 4,948 pickpocketing cases and 16,906 fraud cases. The 2025 statistics also recorded 7,787 domestic-violence cases, 838 sexual offences and 633 rapes. These figures describe registered cases, not the complete prevalence of crime. The Цагдаагийн байгууллага, Mongolia's police organization, operates through national services and local units in Ulaanbaatar, the 21 aimags, districts, soums, baghs and khoroos. Its services include criminal investigation, public order and public safety, traffic policing and a Cyber Crime Unit. Local responsibility can therefore differ according to the place where the incident occurred. Call 102 for a police emergency. The 102 Police app accepts text, photo and video reports, can show patrol-vehicle locations and allows case-handler and status tracking. A report can also be made in person to a local police unit or the Цагдаагийн ерөнхий газар, the General Police Organization. The 75058000 number provides police information, while 126 receives complaints about police officers. Police guidance documents 102, 107 and 108 as free, 24-hour hotlines that can be reached without account balance. Formal crime information may be given orally, in writing or through another communication method; an investigator or prosecutor must receive it. Where necessary, inquiry actions may take up to five days. Keep the registration number and national identification details to track a case through service.police.gov.mn. Foreigners may report crime, but English-language support is not guaranteed. A victim can receive formal victim status through an investigator, prosecutor or court. Victims may request an advocate or legal aid, submit evidence and requests, seek protection and pursue a civil claim for physical or non-physical damage. They must attend summonses, give truthful testimony, protect confidential information and follow the procedure. Case response times vary with urgency and region. The research does not establish a general police-report fee. For domestic violence, call 102 or 107. If police access is unavailable, contact the governor of the relevant soum, bagh or khoroo. Police can check immediate safety and assess risk. A social worker should be notified when the risk is high or a child is involved. Referral may lead to a one-stop service centre or temporary shelter. The National Center Against Violence, commonly called NCAV, provides 24-hour counselling at 96490505 and temporary protection for women and children at risk, usually for periods from seven days to three months. Service capacity is stronger in Ulaanbaatar than in rural areas, where police or social workers coordinate referrals. NCAV does not provide direct financial or material aid. Children require separate protection pathways. In 2025, police records included 2,339 crimes involving child victims and 1,135 crimes committed by children. Bullying, child protection concerns and online sexual exploitation should be reported through 108, the Child Helpline, which also supports protection and referral. Since December 2025, child-protection response and temporary shelter have been integrated into the 108 centre. Digital crime commonly involves fake government calls, theft of account or card information, stolen PINs or one-time passwords, investment and Facebook scams, online-gambling fraud and malware. Do not share credentials or one-time passwords. Verify a caller through the institution's independently found contact details, preserve messages and payment records, and report an urgent incident to 102. E-Mongolia also provides a reporting channel for illegal online-gambling content. Petty theft and pickpocketing are more likely in markets, stations, public transport and tourist sites. Risk can rise during Naadam in July and Tsagaan Sar in January or February, and at night in bars, nightclubs and unfamiliar districts. Protect passports, phones and wallets, avoid accepting unlicensed taxis and pre-book licensed transport. Financial, romance, fake-official and Facebook-sale scams require the same verification and evidence-preservation approach. Stay away from demonstrations and keep alternative ways of travelling in mind.
