Housing in Myanmar

Housing arrangements in Myanmar do not follow one national access or registration process. The Ministry of Construction and its Department of Urban and Housing Development (DUHD) have national responsibilities, while State and Region authorities, Nay Pyi Taw bodies, City Development Committees, the General Administration Department and local land offices handle different parts of housing administration. Yangon City Development Committee, often called YCDC, has particular relevance in Yangon. The Department of Agricultural Land Management and Statistics handles important rural land records. Procedures and responsible offices can differ between cities, regions and villages. The 2024 Myanmar Population and Housing Census covered 7,780,926 households. Own housing was recorded for 84.6% of households and rental housing for 10.9%. Urban households showed a different pattern: 69.0% occupied their own housing and 23.2% rented. In rural areas, 93.9% occupied their own housing and 3.6% rented. These figures describe household arrangements, not a guarantee that every occupant has secure legal title or a formal rental contract. Housing quality and services also vary. Three-room units were the most common size, accounting for 34.2% of housing units. One-room units represented 16.0% of urban units and 8.9% of rural units. More than two people shared a room in 9.5% of households nationwide, 11.9% of urban households and 8.0% of rural households. Mains electricity reached 66.3% of households, including about 91% in urban areas and 52% in rural areas. Solar lighting was reported for 19.8% of households, including about 3% in urban areas and 30% in rural areas. A separate kitchen existed in 81% of homes; 10% of urban homes and 7% of rural homes had no kitchen. Private rental housing is particularly relevant in cities. A rental agreement may be written or informal, and the landlord, broker and local practice often determine how the arrangement works. Before paying a deposit or rent, check the landlord's authority to rent out the property, the available deed or title, land-use status, existing charges, utility connections and any local identity or residence-reporting requirements. Myanmar has no reliably verified national list of current rents or deposits and no confirmed nationwide digital rental-registration portal. The Urban Rent Control Act 1960 remains a documented local legal reference, but its current scope, exceptions and enforcement are not uniform enough to replace a review of the actual contract and local practice. Ownership and land use may involve titles, deeds, leases or use rights. Documents can include a Town Land Roll, grant, village deed, Town Form 7, Forms 105 and 106, or a stamped or unstamped sale agreement. A document alone does not automatically prove legally secure ownership. Transfers and archives can be fragmented, and unregistered transfers create additional proof and loss risks. A buyer should compare the document with the relevant registry or land record, confirm the seller's authority and check for competing claims or encumbrances before making payment. The Condominium Law 2016 creates a more specific framework for qualifying condominiums. A condominium is a building of at least six storeys on registered common land of at least 20,000 square feet, with approval involving DUHD and a Condominium Administrative Committee. After construction and a residence permit, the condominium can be registered and a unit registration certificate issued. A transfer deed must be registered within 30 days, with stamp duty and a registration fee. A registered unit owner can generally sell, rent, inherit or mortgage the unit, subject to the applicable rules. Owners also contribute to a maintenance fund, report relevant rental or occupancy information and follow the executive body's rules for renovations and common property. Myanmar's restrictions on transferring immovable property limit the purchase, sale, gift, mortgage, exchange and other transfers of immovable property by foreigners. Renting is possible only within the applicable legal framework. The condominium system provides a limited exception: foreigners may hold up to 40% of the units in a condominium, and the purchase must use foreign currency lawfully transferred from abroad. A registered condominium unit is legally more defensible than an informal apartment purchase, but the registration, quota and payment conditions still require verification. Public and social housing exists through projects rather than one general nationwide entitlement. The Ministry of Construction has a mission of providing adequate housing and has planned one million rooms in 330 cities by 2030 through government funding and public-private or build-operate-transfer arrangements. Public-rental projects have been reported in Yangon, Mandalay and Nay Pyi Taw. A 2023 report on the first Yangon project described 194 buildings and 3,104 apartments for groups including low-income households, retired or nearly retired civil servants and low-paid employees. Current occupancy, rent levels and application windows were not verified in the available research. Social Security Board housing is linked to insured citizens and naturalized citizens, with pre-emption connected to housing-fund contributions and interest reaching at least 30% or a 30% one-time payment; it is project- and status-based, not a general housing guarantee. Informal settlements are documented especially in Yangon. An older estimate counted about 423 informal settlements and about 365,000 people, but it should not be applied to Myanmar as a whole. Such arrangements may involve weak tenure security, uncertain infrastructure and risks from hazards or eviction. Upgrading or resettlement is case-specific, and no nationwide regularization pathway is established in the available research. Ending a housing arrangement depends on its type. A private tenancy ends under the contract and applicable rental law. A registered condominium changes hands through the required registration process. Public rental housing follows the rules and deadlines of the specific project. Informal arrangements carry greater risks of eviction, loss of payment and difficulty proving occupancy. Formal complaints and court procedures vary by location. Conflict-affected or access-restricted areas may have incomplete or estimated census information, so national averages cannot describe every locality.
