Housing in Nauru

Many households in Nauru use privately owned or family housing, including multigenerational households and several structures on one property. Private rental housing exists under arrangements commonly described as House Rental or Land Rental, but current rules on deposits, rent increases, eviction, standard leases and tenancy registration are not sufficiently documented to assume a uniform system. The Department of Land Management handles land registration, surveys and boundaries, while the Naoero Lands Committee deals with ownership and land-rights questions. Land transfers are also recorded in official Gazettes. Current rules for non-Nauruan land access, inheritance shares, fragmented ownership and lease durations require direct confirmation from the responsible authorities. The 2021 Population and Housing Census dataset contained 2,061 household records. It recorded 1,143 detached one-family living quarters, 307 one-family homes or groups of small structures, 230 attached units and 287 buildings with at least two apartments. These are census-record counts, not a weighted housing-market statistic. The figures show that Nauru's housing stock includes both individual homes and more concentrated forms of accommodation. The Government Housing Program is a state-supported building pathway aimed at vulnerable households, particularly households living in overcrowded homes or lacking funds to build independently. Reported homes generally have two bedrooms, an open kitchen and living area, and a bathroom; some designs include disability adaptations. More than 22 government-funded houses had been built according to a 2026 bulletin, and two homes were handed over in Buada and Menen in 2025. Published material does not establish a complete application process, ranking list, income limit, applicant contribution or guaranteed waiting time. Government Housing Program, Smart House, Nauru Community Housing and container homes are reported local pathways, but their current access conditions differ. RedZone relocation is a separate housing pathway for households affected by the relocation programme. In 2024, the stated target was 75 replacement houses; 11 had been completed and handed over, while two completed houses were awaiting connection to the electricity network. The Nauru Maritime and Port Authority provided temporary rental housing in connection with RedZone accommodation. The 2024/25 budget target referred to 11 two-bedroom government houses and 11 houses for RedZone residents, but the final completion status and current allocation rules are not confirmed. Anyone building or substantially developing a home must account for the Building Control Act 2025, the National Building Code, approved plans and inspections. A permit is required before construction begins, normally remains valid for 24 months and may involve requests for additional evidence or plan changes by the responsible committee. The planned constructor-registration system and approval requirements for imported modular buildings also affect the process for construction. Housing Development within the Department of Infrastructure is a relevant public contact for building matters. Utilities and sanitation vary in practical importance when a home is selected. In the 2021 census records, 99.5% of valid household records reported government-supplied electricity and 0.2% reported no electricity. Sanitation arrangements included septic tanks for 53% of records, pit latrines for 20.4%, piped sewers for 15.4%, shared toilets for 1.6% and no facility for 0.6%. Houses rely on tank-based water supplies using rainwater or desalinated Naoero Utilities Corporation water; groundwater is not potable. A household should verify the water tank, electricity connection, toilet system, utility responsibility and repair arrangements for the specific property. A proposed Nauru Sustainable and Resilient Urban Development Project aims to improve services for about 2,150 households, but its implementation should not be treated as completed. The Higher Ground Initiative addresses the movement of vulnerable homes and infrastructure to higher areas because of climate and location risks. Specific parcel allocations, relocation compensation, moving arrangements and occupancy rules are not publicly established in the available evidence. Property protection is constitutionally recognised, but housing disputes and private lease rights depend on the facts and applicable law. The Naoero Lands Committee and, in some cases, the Supreme Court may be relevant to disputes. A housing arrangement in Nauru should therefore be checked through the actual owner or provider, the land records and the responsible authority rather than inferred from a foreign rental or social-housing model.
