Art in Nepal

The Ministry of Culture, Tourism and Civil Aviation provides the main national cultural framework, while different institutions serve different art forms. Formal routes use established institutions and procedures. Non-formal routes include workshops, short courses, open calls, festivals and exhibitions. Informal routes include family practice, master-apprentice teaching and community traditions. These routes operate in parallel, and Nepal has no general national artist licence covering all art forms. Visual artists can work through the Nepal Academy of Fine Arts (NAFA), which covers traditional art, painting, sculpture, architecture and folk arts, handicrafts, and interdisciplinary creative work. NAFA operates a museum and Araniko Gallery and offers exhibitions, publications and research fellowships. The Nepal Art Council provides another platform for exhibitions, festivals, galleries, a shop and artist-support activities. Access commonly depends on a portfolio, an open call, an event criterion or an institutional selection. A nominal exhibition fee is mentioned for NAFA, but Nepal has no single national fee schedule for exhibitions, commissions or gallery sales. Music, dance and theatre are supported by the Nepal Music and Drama Academy and Sanskritik Sansthan, whose National Theatre, Rastriya Naachghar in Jamal, hosts music, dance, drama and audiovisual activities. Training, workshops, performances, auditions, invitations and festivals provide different entry routes. Folk and classical practice may also follow Guru-Shishya teaching or community traditions. Artist identification procedures exist for some institutions, but there is no uniform national admission system for performers. Nepal Academy supports language, literature, culture, social sciences and philosophy through research, original works, translation, publication, lectures, exhibitions and prizes. Its work includes Nepali, Nepal Bhasa and other Nepali languages. Writers generally enter through writing, research, translation, publishing, readings, conferences or calls rather than a general professional licence. Research and publication support can depend on a specific programme or selection. Film has a more formal regulatory structure. The Film Development Board handles production permissions, exhibition and distribution matters, film review or recommendation procedures, festivals, box-office information, welfare activities, scholarships, artist identification, insurance, digitisation and restoration, international support and foreign filming matters. The Motion Picture (Production, Exhibition and Distribution) Act 2026 and the Rules 2057 (2000) form part of this framework. Four-year Bachelor of Film Studies programmes are listed at Oscar International College and Nepal Film Campus, while short courses and workshops provide other routes. Film scholarships and related opportunities follow the eligibility rules and deadlines of each notice. Architecture sits between artistic work and regulated construction. NAFA includes architecture and folk arts, while the Nepal Engineering Council (NEC) regulates engineer registration and professional practice. The Building Act 2055 and the Building Code require building-code compliance. Municipalities issue building approvals; in some rural cases, an Urban Development Office may be involved. Kathmandu's electronic building-permit system, eBPS, gives a local reference of approximately NPR 25,000 to 30,000 for a permit certificate, but fees vary by municipality and project. Protected monument zones and architectural heritage sites require case-specific compliance with the Department of Archaeology and heritage-preservation rules. Design education and markets are developing through several routes. Kathmandu University School of Arts offers a four-year Bachelor of Craft and Design with studio work, materials, apprenticeship, on-the-job learning and digital fabrication. The Federation of Handicraft Associations of Nepal (FHAN) and HANDECEN connect craft, design, product innovation, domestic trade and export activity. Product, furniture, fashion, interior, jewellery, natural-fibre and digitally fabricated work may enter the market through study, workshops, master-led practice or direct commissions. Tuition, commissions and sales conditions depend on the provider, contract, materials and market. Photography and digital art have more fragmented institutional coverage. Nepal has no separate national photography academy established in the available evidence. The Nepal Art Council offers a Photo Gallery, NAFA includes photography-related work within interdisciplinary creative arts, and the Film Development Board provides some photo and video training in a film context. Photographers commonly use calls, festivals, workshops and freelance practice. Digital art appears through NAFA's interdisciplinary work and Nepal Art Council digital-art exhibitions or events, while digital film and post-production may connect to the Film Development Board. Platform terms, commissioned-use clauses and copyright agreements remain separate from technical access to a gallery or website. The Nepal Copyright Registrar's Office provides copyright registration, forms, online applications and royalty information under the Copyright Act 2059 (2002) and Copyright Rules 2061 (2004). These rules can affect works, photographs, music, literature, films, designs and architectural creations. Registration, ownership records, licences, commissions, reproduction rights and royalty terms should be documented according to the work and transaction. Traditional knowledge and heritage-based commercialisation require particular care because cultural significance, community interests and commercial rights may not be resolved by a simple sale contract. Nepal does not have one unified national art market or standard tariff. Kathmandu concentrates many institutions, galleries and events, while provincial and municipal access is uneven. Exhibition, sale and production costs may include materials, studio use, commissions, travel, equipment, insurance, transport, customs and venue charges. Grants and scholarships from NAFA, the Nepal Music and Drama Academy, the Film Development Board or other bodies are opportunity-based and do not automatically fund every applicant.
