Professions in Congo Republic

The local terms métier and profession describe occupations, while qualification professionnelle, formation qualifiante and formation professionnelle refer to occupational qualifications or practical training. The Republic of the Congo has no single national register covering every profession and no universal licence that applies to all occupations. Regulation is fragmented across ministries, professional bodies and practical trade systems. Technical and vocational education, commonly abbreviated as ETP, can lead to a BET, BEP, BTF, CAP or another occupation-specific certificate. The Ministère de l’Enseignement Technique et Professionnel (METP) covers fields such as hospitality, preschool education, childcare, clothing, social economy, agriculture and industry. FONEA supports apprenticeship, dual training, qualifying training, retraining and further development for master artisans. Universities and specialist institutions provide additional qualifications for professions that require advanced academic or technical preparation. A person may also enter through apprentissage, a stage, recruitment or auto-emploi. An apprenticeship combines supervised practical learning with the acquisition of occupational skills. Informal entry may depend on existing skills, personal networks, available capital and customer demand, but it does not provide the same legal protection or recognition as a formal qualification. Public-service recruitment generally uses a concours, meaning a competitive selection process, or sur titre, meaning selection based on a recognized qualification. Recruitment depends on vacancies and budget quotas and therefore does not occur on a fixed timetable. Permanent public-service recruitment can require Congolese nationality, civic rights, suitability for the position, a clean criminal record, the required diploma or title and medical fitness. Government information identifies age ranges of 18 to 30 for category II and III positions and 18 to 35 for category I positions, but the current recruitment notice determines the applicable conditions. Public employees follow the general civil-service statute, while employees in formal private employment receive protection under the Code du travail, including rules on contracts, wages, working time and rest, leave, occupational safety, collective rights and trade-union rights. The Inspection du Travail checks compliance with labour and safety rules. Artisan work covers art, production and services under Loi n°7-2010. Qualification can result from recognition within the trade, a certified apprenticeship of the required duration, or an ETP diploma combined with at least one year of practice. Registration in the RM or REM and a carte professionnelle are used for formal artisan recognition. Applications go through the Agence Nationale de l’Artisanat and take about 10 working days when the requirements are met. Changes or cessation of activity should be reported within 30 days. The terms maître artisan and compagnon describe recognized levels or roles within artisan practice, but their practical use depends on the trade system. Some professions have stronger legal controls. Under Loi n°2-2023, an engineer generally needs an engineering diploma or a state-recognized equivalent and registration with the Ordre des Ingénieurs du Congo (OIC) before practising. The applicant must satisfy the applicable Congo, CEMAC or CEEAC affiliation condition, civic-rights requirements and fee obligations. A junior engineer begins with a stage, and registration in the professional table follows two years of practice. The OIC normally decides within 45 days and may extend the period by another 45 days. Medical, paramedical and pharmaceutical private practice requires authorization under Décret n°88/430 in addition to the relevant professional requirements. The Conseil National de l’Ordre des médecins handles registration, ethics, professional conduct and discipline in the medical field, and the Ministère de la Santé et de la Population is the responsible public authority. A diploma alone therefore does not automatically authorize private practice. Accounting follows Loi n°29-2013 and the rules of ONEC-CONGO under the Ministry of Finance. The liberal profession of expert-comptable is subject to its registration and professional requirements within the OHADA and CEMAC context; current registration conditions and fees require checking with the competent body. Costs and duration are not nationally uniform. A person may face training, examination, document, registration, membership or professional-card fees, depending on the occupation and provider. The artisan registration process is indicated at about 10 working days, while the OIC procedure can take 45 days plus a possible 45-day extension. Diplomas, professional recognition and authorization should be checked separately because a foreign licence or a qualification from another country does not automatically establish the right to practise in the Republic of the Congo.
