Crime in Russia

Crime in Russia is handled mainly through the police system under the Ministry of Internal Affairs, commonly called МВД. Police patrols respond to urgent incidents, investigate reported offenses, and work with other authorities. A local officer is often called an участковый. This officer is responsible for a defined local area and may deal with neighborhood complaints, domestic safety concerns, minor disturbances, and prevention work. The exact role and response depend on the situation. Other institutions may also be involved. Investigators examine more serious cases, prosecutors supervise parts of the criminal justice process, and courts decide cases. These bodies have different roles, so a victim may deal with more than one authority. Common risks include pickpocketing, theft from homes or vehicles, street robbery, fraud, abuse within families, and scams using calls, messages, social networks, or fake websites. Criminals may pretend to be bank staff, officials, delivery workers, employers, or relatives. When reporting a crime, give a clear account of what happened, when and where it happened, who was involved, what was lost or damaged, and what evidence exists. Keep copies or photographs of documents, messages, receipts, and other relevant information. For immediate danger, move toward a safer public place and contact emergency services or the police. Do not confront a violent person, chase a suspected thief, or meet a suspected scammer alone to recover money or property. Personal safety includes protecting identity documents, bank cards, passwords, one-time codes, keys, and access to online accounts. A bank or official service should not need a stranger to receive a secret code or transfer money under pressure. Reporting can help create an official record and may support later investigation, insurance, or recovery efforts, but it cannot guarantee a quick result. Language barriers, fear, missing evidence, and slow procedures can make the process difficult, so a trusted person or qualified local adviser may be useful.
