Russia is a very large country with many climate zones and natural hazards. Common risks include floods, wildfires, winter storms, extreme cold, heat, landslides, earthquakes in some regions, and accidents involving transport, buildings, or industry. Emergency management is shared between federal authorities, regional governments, municipalities, and specialized services. The Ministry of Emergency Situations, usually called MChS or МЧС, coordinates rescue work, firefighting, civil protection, and public warnings. At local level, emergency coordination may be organized through municipal services and ЕДДС, the unified duty and dispatch service. Police, ambulance teams, fire and rescue units, medical organizations, utilities, and transport authorities may all become part of the response. Warnings can come through sirens, mobile messages, television, radio, official announcements, public address systems, or local online channels. A warning may tell people to stay indoors, avoid a place, prepare for evacuation, or move to a safer area. Civil defense is often described with the term ГО и ЧС, meaning civil defense and protection in emergency situations. In practice, this includes public information, sheltering, evacuation, rescue operations, first aid, and restoration of essential services. During a disaster, the safest first actions are usually to follow official instructions, protect breathing and body temperature, avoid damaged structures and floodwater, and help children, older people, and injured persons when it is safe. Do not return to a danger zone merely to collect belongings. A basic emergency kit can include drinking water, simple food, medicines, a first-aid kit, warm clothing, a flashlight, spare batteries, copies of important documents, and a charged power bank. Households should also know how to contact family members if mobile networks become unreliable. The system can provide powerful rescue, medical, firefighting, and evacuation support, but large distances, bad weather, damaged roads, and communication failures may slow assistance. Personal preparation and local knowledge therefore remain important even when official services are strong.
