School in Samoa

The school pathway in Samoa begins with ECE, continues through Aoga Tulagalua in Years 1–8 and then moves to the four-year secondary cycle in Aoga Kolisi Maualuga or colleges in Years 9–12. ECE officially begins at age 4, although registered centres commonly serve children aged 3–5. FY2024–25 records list 126 registered ECE centres, while the 2023 gross enrolment rate was 31% and the net enrolment rate was 27%. Primary schools had 45,170 students in 2025, and secondary schools had 15,346. Post-school education and training (PSET) and tertiary study follow Year 12 for some students, but each provider sets its own admission requirements. Samoa's school types include Ministry and government schools, village primary schools, district secondary schools, colleges, mission schools, private schools and special schools. FY2024–25 registry data list 217 registered schools: 167 government, 38 mission and 14 private. The registry matrix lists 176 primary schools and 41 secondary schools, while another official operational table lists 172 primary schools and 41 secondary schools, so published totals should be checked against the relevant date and dataset. Special schools are not included in that same primary-secondary matrix. Families generally apply through the principal of the chosen school. Admission can depend on age, year group and available capacity. A current nationwide catchment or priority system is not established in the available policy material, so any local boundary or priority rule should be confirmed with the school or the Ministry of Education and Culture (MEC). A transfer normally uses a transfer note and progress card. Mission and private schools require registration by the MEC or an approved organisation, including relevant church bodies. Current MEC planning treats attendance from age 4 through 16 as compulsory: ECE generally covers age 4, primary school ages 5–12 and secondary school ages 13–16. Schools keep attendance registers and operate for the full school day. When illness or another justifiable reason prevents attendance, the school should receive notice within two school days. The MEC Chief Executive Officer (CEO) can grant exemptions involving enrolment, part-time attendance or absence. Special educational needs alone do not create an attendance exemption. Withdrawal from school requires written notice and a plan for continued education. The National School Curriculum Framework uses an outcomes-based approach. Primary subjects include English, Mathematics, Samoan, Science, Social Science, Health and Physical Education and Visual Arts. Secondary subjects include English, Communication English, Samoan, Mathematics, Science, Social Studies, Computer Studies, Food, Textiles and Technology, Design Technology, Business Studies, Visual Arts, Health and Physical Education and Agriculture Studies. Gagana Samoa and English support bilingual education, while information and communication technology and inclusive education run across the curriculum. Assessment combines classroom and school-based formative and summative work under the national model of Assessment for Learning, Assessment as Learning and Assessment of Learning. SPELL assessments take place in Years 4 and 6, SNAPE is used in Year 8 and the SNAPE certificate is a primary qualification marker. The Samoa National Junior School Certificate (SNJSC) is associated with Year 10, and the Samoa School Leaving Certificate (SSLC) is associated with Year 12. Schools also follow the annual MEC school calendar and examination timetables, with the school year divided into four terms. Inclusive provision can modify the curriculum and use an individual education plan (IEP). Children may attend a special school or receive support in a mainstream school through teacher aides, sign-language support or other adjustments. The National Safe School Policy calls for a safe, violence-free and respectful learning environment. Schools must maintain a discipline policy; corporal punishment and harmful or humiliating punishments are prohibited. Suspension or expulsion involves consultation with the carer, consideration of other measures first, consideration of an alternative school and review by the CEO. Ministry and village schools may charge reasonable fees, so Samoa's school system should not be described as universally fee-free. A hardship waiver may be available through the CEO or the School Committee. The One Government Grant (OGG) covered 335 active schools in FY2024–25 and reported 98% fund disbursement, but no consolidated current parent-fee list is established. Mission and private school costs depend on the individual institution. Meals and transport are likewise not established as a nationwide entitlement in the available national sources and should be checked with the school or provider. The MEC Minister and CEO oversee regulation, curriculum, assessment and inspection. Principals handle enrolment, attendance and discipline at school level. Village Fono, meaning village councils, and School Committees manage village schools, while Cabinet establishes village schools. NCECES is responsible for ECE oversight. These responsibilities matter when a family needs an admission decision, attendance exemption, fee waiver, transfer document, learning adjustment or complaint review.
