Life stages in Syria

Life stages in Syria are managed through separate systems for childhood, youth, adulthood, older age, care and crisis support rather than one national service. Children are legally under 18, adolescents are commonly defined as ages 10 to 19, youth as ages 20 to 24, and older people as over 60 in international programmes. Access differs across Syria's 14 governorates because of displacement, security, damaged services, missing documents and funding. Ministries, civil registries, courts, schools, health services, UN agencies, NGOs and community groups each handle part of the support.
