Life stages in Tanzania

Tanzania has no single authority responsible for every life stage. Education authorities, Social Welfare Officers, local councils, health services, registration authorities, labour institutions, pension funds and community organisations each handle different needs. The local social-welfare approach, often called ustawi wa jamii, combines formal services with family, kinship and community support. For children, the Law of the Child Act in Mainland Tanzania protects the child's best interests, care, protection, education access, name and registration, and protection from abuse and hazardous work. Birth registration commonly begins at a hospital or health facility and continues through the ward office, village executive office or district registrar to RITA or eRITA, the Registration, Insolvency and Trusteeship Agency and its online registration service. Birth notification should generally take place within 90 days. RITA's listed fees include TZS 8,000 for normal registration and TZS 20,000 when registration is more than ten years late, although U5BRI and other registration campaigns can waive fees. Zanzibar uses the Children Act 2011 and the Zanzibar Civil Status Registration Agency, known as ZCSRA, with its own eCRVS access. Education is a major transition from childhood to working life. Mainland policy places pre-primary around age five and Grade 1 around age six, followed by ten years of compulsory primary and lower-secondary education through Form I to Form IV. Public pre-primary, primary and lower-secondary education is fee-free. Zanzibar follows a separate policy with free and compulsory basic education and its own structure, including pre-primary and lower-secondary education. Special education, vocational training and higher education have separate access rules. Youth policy commonly uses the age range 15 to 35. The Office of the Minister of State in the Prime Minister's Office responsible for Labour, Youth, Employment and Persons with Disability, together with local authorities and other institutions, addresses education, skills and vocational training, employment, entrepreneurship, civic participation and protection. Youth status does not by itself establish legal adulthood. In general, formal adult responsibility begins at 18, although individual laws use different age thresholds. Work rules create another legally significant transition. Under the Employment and Labour Relations Act, employment below age 14 is prohibited. A 14-year-old may perform light work only when it does not harm education or health, and anyone under 18 may not perform hazardous work. The exact duties, contract and protection measures depend on the work and the person's age. Marriage and parenthood are included here only as life transitions. On Mainland Tanzania, the Law of Marriage Act states an apparent minimum age of 18 for males and 15 for females, with court permission from age 14 in special circumstances. Zanzibar has separate family law and registration arrangements. Marriage and divorce registration on the Mainland is handled through RITA. Questions mainly about family relationships, health treatment or traditions belong to other topic areas. Adult support is not a universal basic income. The Productive Social Safety Net, known as PSSN and administered through TASAF, can provide cash transfers, support linked to health and education, public works and livelihood assistance to poor or vulnerable households. Eligibility depends on household poverty, vulnerability and work capacity rather than adult age alone. Formal employment can also create a transition into contributory social security through NSSF or PSSSF, while informal workers may have different access conditions. Older-age support relies heavily on family and community care. The National Ageing Policy gives priority to family and community support, while an elderly home for destitute older people is treated as a last resort. Under NSSF rules, old-age pension access includes a pensionable age and at least 180 monthly contributions; early access can begin at 55 under the applicable rules. PSSSF provides compulsory retirement at 60 and voluntary retirement at 55. Zanzibar's ZUPS provides a universal pension for registered residents from age 70. Mainland and Zanzibar pension rules should therefore not be treated as interchangeable. Tanzania has no evidenced nationwide care-dependency classification, care-insurance system or universal care allowance. Support usually moves from family or kinship care to community and local Social Welfare services, then to disability rehabilitation, Community Based Rehabilitation, health referral or, in limited cases, residential care for destitute older people. The Persons with Disabilities Act supports social assistance, accessibility, rehabilitation, education, vocational training and protection at work. Access depends on disability, destitution, vulnerability and case referral, while costs and waiting times vary by service and programme. Life-stage crises are handled through child protection, Social Welfare services, foster care, adoption, custody procedures, juvenile or children's courts, and gender-based or violence-against-children referral services. The government service numbers include 116 for child emergencies, 115 for ambulance services, 190 for disasters and 195 for trafficking. Availability depends on the region and institution, and Tanzania has no single crisis benefit covering every age group.
