Languages in North Korea

The standard Korean language taught in North Korea is associated with 문화어, a standardized form centered on speech in Pyongyang. School learning covers approved vocabulary, grammar, pronunciation, spelling and spacing. The reported 2023 Pyongyang Cultural Language Protection Law reinforces this standard and restricts South Korean-style speech, non-standard elements and unauthorized foreign-language use, although the complete law text is not publicly available for independent review. The formal school pathway consists of five years of 소학교, three years of 초급중학교 and three years of 고급중학교 within a reported twelve-year compulsory education structure. Current curriculum information places English in grades four and five of 소학교 for two periods per week, in 초급중학교 for four periods per week and in 고급중학교 for three periods per week. General upper-secondary information lists English as the only foreign-language subject in the standard timetable. An elective-subject pilot involving dozens of high schools was reported in 2024, but its lasting scope is not clear. English has the broadest general-school presence. Russian and Chinese, as well as German, French and Japanese, are taught mainly through specialized schools, universities and selected professional pathways. Kim Il Sung University offers degree courses in English, Russian, Chinese, German, French and Japanese. Its Faculty of Foreign Languages and Literature prepares specialists for foreign relations, diplomacy and international affairs and also supports foreign-language teaching across the university. Historical reports mentioning larger numbers of languages and specialized schools describe sector-specific or earlier arrangements, not a current nationwide standard. Foreign-language and arts schools, gifted-student institutions and university programs provide more specialized access. Published information does not clearly establish their selection criteria, regional coverage, fees or completion rules. Practical access appears to be concentrated in specialized institutions, particularly in Pyongyang, but reliable nationwide comparison data is unavailable. Adults can encounter foreign-language and computer courses at the Grand People's Study House, the Central Youth Culture House and other public education establishments. Ministries, national institutions, factories and enterprises also organize demand-based training. Kim Il Sung University's Faculty of Education provides foreign-language training for university teachers and researchers and offers distance in-service training. A 2023 North Korean report stated that central-university staff had trained more than 4,000 teachers in major subjects, foreign languages and basic subjects; this figure is a state-reported claim and is not independently verified. Foreign languages have their strongest practical relevance in diplomacy, international relations, higher education, science and technology, translation and related work. The 2020 Distance Education Law provides a legal basis for distance education. State reports describe an education-only network, recorded lessons, an intranet, electronic libraries and science-and-technology learning spaces in provincial and workplace settings. They also report more than 120,000 working people in distance education. These figures and the claimed coverage have not been independently verified, and digital language learning is therefore better understood as institution-based or intranet-based rather than as open access through the global web. Formal compulsory education is nominally free under the cited Education Law translation, which also describes a right to free education and a guardian duty to secure attendance. The law text prohibits tuition, admission, class and practical-training fees in the cited formal settings, while implementation quality, learning materials, devices and regional availability remain difficult to verify. Fees for non-formal courses, private tutoring, devices and programs for foreign learners are not transparently documented. Foreign students normally enter through state, university or intergovernmental selection rather than open mass enrollment. Regular undergraduate study at Kim Il Sung University is conducted in Korean and requires prior Korean preparation and an entrance examination. Postgraduate applicants undergo a Korean-proficiency assessment and an admission examination. The university also offers a four-year Korean program for foreign students preparing for Korean teaching, translation or interpreting, with coursework in conversation, reading, practical grammar, writing, phonology, vocabulary, morphology, syntax, semantics, dialectology and computer linguistics. Language assessment is embedded in ordinary school education, but the nationwide structure of foreign-language examinations is not publicly documented. University entrance and Korean-proficiency examinations are evidenced.
