Formal cultural policy is led by the Ministry of Education and Culture through the National Directorate of Arts and Culture, while the Instituto Nacional de Indústrias Culturais e Criativas (INICC) supports and regulates cultural and creative industries, including registers, licences, markets and funding coordination. The system remains fragmented: formal institutions operate alongside non-formal and informal community practices, with Maputo as the strongest institutional centre and important provincial networks elsewhere. INICC has regional contact points including Beira and Nampula, but processing times are not publicly guaranteed. Visual-art training is provided through the Escola Nacional de Artes Visuais, with areas such as visual, textile, graphic and ceramic art. The school recorded 132 students in 2023 and 102 in 2024, with 23 teachers in each year. The Museu Nacional de Arte, established under Decree 20/96, collects, documents, preserves, exhibits and teaches about national art. Music pathways include the Escola Nacional de Música and the four-year Music degree at ECA/UEM, which covers performance, production, composition, orchestration, conducting, research and teaching. Chopi timbila in Inhambane combines xylophones, music, dance and M’zeno singing; masters transmit the practice to apprentices, and UNESCO added it to the Representative List in 2008. Ageing practitioners and limited access to suitable wood create preservation risks. Performing-arts training includes the four-year, eight-semester Artes Cénicas degree at Universidade Pedagógica de Maputo and theatre studies at ECA/UEM. These pathways can lead to work in acting, directing, dramaturgy, criticism, production, lighting, sound, scenography and cultural management. Casas de Cultura provide local arts activities, groups, performances, concerts, competitions, festivals and exhibitions. Gule Wamkulu or Nyau and Ingoma Ya Mapiko are living dance, mask and ritual practices that may require heritage protection and community-led transmission. Literary editions require an INICC licence, and its register covers books, journals, written works, dramatic and dramatic-musical works, translations and adaptations. The INICC Mediateca offers free public consultation of books, journals, manuscripts, press clippings, posters and film or audiovisual works. Its 2024 total of 3,957,376 library consultations is a mixed proxy rather than a measure of demand for art alone; the category covering art, fine arts and music represented 152,113 consultations, or 3.8 percent. For film and audiovisual work, INICC licences production, distribution, exhibition and filming. Decree 57/2024 regulates audiovisual and cinema activities. The Kuxa Kanema archive, whose name means “birth of cinema” in Changana, has undergone digitisation involving 32 items in its first stage and 192 additional items in the second. Access to the film archive requires a written request to the Director-General and a purpose-specific authorisation. Viewing costs 2.5 percent of the public-service minimum wage per hour; sessions shorter than one hour are free. National university production, museums, cultural institutions and exhibitions may also be free under the relevant INICC fee table, while business and foreign use can attract percentage-based charges. Law 9/2022 on Copyright and Related Rights replaced Law 4/2001 and entered into force 90 days after publication. Decree 46/2024 provides implementing rules, while Decree 36/2022 regulates public shows and entertainment and Decree 59/2024 covers the licensing and export of artworks and handicrafts. INICC can register literary, dramatic, choreographic, musical, film, photographic, design, architectural, applied-art, software and database works. Registration does not protect an idea, system, concept or process by itself. Artists, producers and distributors must also check author and related rights, public-performance permissions, export rules and other licences. Phonogram stamps are required for distribution in Mozambique, costing 5 MZN for an audio cassette and 7 MZN for a CD. Artists, associations, creative companies, audiovisual producers and cultural organisations can use the INICC online register by submitting a name, nine-digit NUIT, email address, mobile number and licence type; further steps follow through the contact process. Registration does not automatically provide funding or access to a market. INICC lists national, regional, bilateral and multilateral financing, scholarships, residencies and competitions. FUNDAC supports creation, production, dissemination and heritage, while CONFIAAC focuses on audiovisual and cinema production, distribution and exhibition. A UNESCO report covering 2013 to 2015 recorded 469 FUNDAC projects and 80,700,000 MZN, but those figures are historical and should not be treated as current funding levels. Current tuition fees, exhibition prices and nationwide market prices are not reliably established in the available evidence.
Art in Mozambique
Art in Mozambique includes visual art, music, literature, film, theatre, dance, architecture, design, photography, digital work and living cultural practices. Its support system is distributed across cultural institutions, universities, museums, Casas de Cultura, creative companies and community networks rather than one unified system. Access, funding, training, licensing and preservation depend on the art form, location and responsible institution.
