Art in Tanzania

Sanaa is a common local umbrella term for artistic work and cultural production in Tanzania. The country has two relevant administrative systems: Tanzania Mainland and Zanzibar. Mainland responsibilities include the Ministry of Information, Culture, Arts and Sports, the National Arts Council known as BASATA, the Copyright Society of Tanzania known as COSOTA, the Tanzania Film Board, the Taasisi ya Sanaa na Utamaduni Bagamoyo known as TaSUBa, the National Museum of Tanzania, BAKITA and the Tanzania Library Services Board. Zanzibar has its own cultural department under the Ministry of Information, Youth, Culture and Sports, the Zanzibar Federation of Film, Social and Theatre Artists known as BASSFU, BAKIZA and the Architects and Quantity Surveyors Registration Board of Zanzibar known as AEQSRB. Visual art includes Sanaa za Ufundi, uchoraji, uchongaji and photography. BASATA supports registration, exhibitions, research, marketing, training and quality or ethical guidance. The National Museum and House of Culture in Dar es Salaam holds contemporary-art collections and provides galleries, theatre, studio, library and storytelling facilities. Nafasi Art Space in Dar es Salaam provides about 20 studios, three galleries, workshops, residencies, exhibitions, film screenings, concerts, festivals and public art fairs. Studio membership is usually offered through calls and may provide a subsidized studio for up to five years subject to annual review; general membership does not automatically include an individual studio. Music includes traditional and contemporary work, recorded production and live performance. BASATA's Music Section handles registration of artists, groups and studios, event permits, content and ethics guidance, and training. COSOTA supports work and member registration and collective management of royalties. Public performance and broadcasting of protected music generally requires a COSOTA licence. The applicable fee and permit depend on the performer or group, the event and the venue. Literature includes Kiswahili literature, poetry, drama, oral forms and traditional storytelling. BAKITA supports Kiswahili standardization, manuscript editing, literary research, publication and writing competitions. The Tanzania Library Services Board operates the National Central Library and regional, district and ward library networks and provides preservation, access and guidance related to ISBN and ISSN applications. The Tanzania National Writers Association, TANFWA, offers non-state support related to authors' rights and publishing. Film work includes films, moving images, television, music videos, animation and recorded stage productions. The Tanzania Film Board coordinates production, distribution and exhibition and classifies or certifies material before public showing or distribution. A domestic film permit application normally includes an application, covering letter, synopsis or storyboard, identification, company documents and payment. The official form indicates that applications should ideally be submitted at least one month before production. The fee schedule located for 2025 lists TZS 50,000 for each of the first five films, TZS 500,000 after the first five films and TZS 2,000,000 for commercial production. Annual venue licences listed for 2025 are TZS 500,000 for a cinema, TZS 200,000 for a studio and TZS 36,000 for another venue. Current notices and the intended activity determine the applicable amount. Performing arts include theatre, michezo ya kuigiza, dance, acrobatics and live events. BASATA coordinates relevant registration and permits, while the Tanzania Film Board may review and classify stage-play content. TaSUBa provides government training accredited by NACTVET, the National Council for Technical and Vocational Education and Training. Its NTA level 4 to 6 programmes include Performing and Visual Arts and Music and Sound Production. The 2025/26 selection listing gives TZS 630,000 and a three-year duration for the relevant programme listing. Access also includes festivals such as the Zanzibar International Film Festival, known as ZIFF, and the Bagamoyo International Festival through TaSUBa. Architecture is a formal professional field rather than only a heritage activity. On Tanzania Mainland, the Architects and Quantity Surveyors Registration Board, AQRB, registers and licenses architects and firms, maintains professional registers, conducts examinations and supports continuing professional development. Professional access normally depends on recognized university education or accredited technical training and the registration of the firm principal. Foreign professionals who practise in Tanzania also need the applicable registration. Zanzibar applies its own AEQSRB registration, licensing and compliance system, so a Mainland registration does not by itself settle professional practice in Zanzibar. Design regulation is fragmented. BASATA registers graphic designers and fashion and textile designers. AQRB covers professional areas such as interior, landscape, furniture and conservation design and architectural technology. Access to projects commonly occurs through registered firms, studios, galleries, commissions or private clients. No separate authority covering every design discipline was identified. Photography is covered through artistic-work protection and BASATA registration or permit categories. BASATA's 2025 fee schedule includes categories for photographers and other creative practitioners. COSOTA's copyright framework covers photographic and other artistic works. Digital art has no distinct national regulator identified in the available research; its treatment depends on whether the output functions as an artistic work, photograph, film, design or another protected form. Digital publication also creates copyright, platform and commercial-contract issues. The Copyright and Neighbouring Rights Act, Cap. 218 R.E. 2023, protects literary, artistic, musical, choreographic, cinematographic, photographic and architecture- or design-related works from creation. COSOTA registration helps create evidence, database records and access to royalty administration, but it does not replace authorship or an ownership agreement. The work-registration service is listed as free subject to the applicable annual membership fee, and applications require copies, identification and ownership agreements. Moral rights, economic rights and neighbouring rights can be allocated or limited by contract. Public performance and broadcasting require a licence where copyright subsists. Plagiarism, piracy and unauthorized commercial or digital use create legal and financial risks. BASATA provides an electronic registration and permit system called AMIS for individuals, groups, associations, federations, institutions, companies, music studios and venues. The latest located 2025 table lists registration fees of TZS 10,000 for an individual, TZS 30,000 for a group and TZS 50,000 for a promoter. Listed permit fees are TZS 10,000 for an individual, TZS 30,000 for a group, TZS 100,000 for a promoter and TZS 100,000 for an institution. Graphic, fashion and textile designer registration is listed at TZS 10,000. Fees, conditions and renewal requirements can change with a later notice. Depending on the activity, tax and business formalization may also require a TIN or company documentation. Access does not depend only on government registration. Community apprenticeships, ensembles, craft workshops, self-production, festivals, private spaces and nonprofit organizations provide non-formal or informal pathways. TaSUBa is a formal training option, while Nafasi Art Space offers a non-state option through calls, studios, workshops, residencies and grants. The Tanzania Culture and Arts Fund, TCAF or Mfuko wa Utamaduni na Sanaa, provides loans, training and selected grants or other support. Loans create repayment obligations, and registration does not guarantee funding, employment or admission. Costs and processing times vary by discipline, jurisdiction, event, venue and intended output; no reliable nationwide art-market price or prevalence dataset was identified. Music, film, performing arts, craft and applied arts have high practical relevance, while contemporary visual art, digital art and design opportunities are more fragmented and concentrated around Dar es Salaam, Bagamoyo and Zanzibar.
